This position is responsible for managing and overseeing the daily operation of the West Chester University Plumbing Shop. The Plumber Foreman will demonstrate a working knowledge of collective bargaining agreements and/or personnel policies.

The selected candidate must possess, at the time of application, or obtain, within six months of the date of hire a valid ASSE #5110 certification to test backflow preventors or a valid ASSE #5130 certification to repair backflow preventors.

As a member of the Facilities Divisional staff, this position is deemed "essential" and must remain or report to work during partial or full day closings of the University due to hazardous road conditions, emergency circumstances or for other reasons.

Responsibilities include:

Oversee all maintenance and repair of campus wide plumbing systems and components

Perform skilled tasks in laying out, installing, repairing, and maintaining plumbing fixtures and systems

Plan, supervise, assign, and inspect all work performed by a highly skilled group of journeyman level Plumbing mechanics and helpers

Manage and maintain employees' time and attendance in accordance with the required staffing levels. Performs annual evaluations of subordinates

Effectively handles/elevates all personnel issues, including but not limited to performance, misconduct, and/or attendance matters

Coordinate work with other shops when other trades are required

Oversee all plumbing work performed on campus by outside vendors

Ensure all staff perform work in a safety conscious manner, in accordance with all State, Federal, and University codes/requirements. All tasks assigned are performed with a high level of quality and customer service

Conduct on-the-job training for staff, and review updated local, state, and federal codes

Make accurate estimates of labor, costs, and materials via blueprints and physical inspections

Manage plumbing shop inventory. Order materials, including tools necessary to complete the work

Review Work Orders (WO's) daily via CMMS. Assigns, schedules, and completes WOs in CMMS with all necessary data on a mobile device. Communicate accordingly with all customers, informing them of their job status.

Manage vehicles assigned to the Plumbing shop, i.e. ensure vehicles are inspected, stocked, and kept in a clean, neat manner.

Provide direction and coordination for in-house plumbing projects on campus

Construct Preventative Maintenance plans and procedures for existing and new equipment

Assists in recruitment and hiring of plumbers

Stay up to date with new technology surrounding the plumbing industry

Other duties as assigned

Minimum Qualifications

One year as a Plumber 2 (commonwealth title);

OR

Three years as a Plumber 1 (commonwealth title);

OR

Six years of experience in the installation, repair, and maintenance of plumbing components and fixtures including three years performing plumbing installation and repair assignments independently in commercial, industrial, or multi-unit residential structures;

OR

An equivalent combination of experience and training which includes three years performing plumbing installation and repair assignments independently in commercial, industrial, or multi-unit residential structures

Valid Pennsylvania license as a journey-level or master plumber

Valid certification issued by the Pennsylvania State Board for Certification of Water and Wastewater System Operators as a water/wastewater operator that is equal to or greater than the classification and subclassification of the water/wastewater system to be operated or maintained

Valid Driver's License

Knowledge, Skills and Abilities:

Knowledge of methods, materials, and practices of the plumbing and pipefitting trades

Knowledge of regulations, building codes, and the safety and hazard precautions related to plumbing and piping systems

Knowledge of the care and use of tools used in the installation, repair, and maintenance of plumbing systems, fixtures, and components

Knowledge of flows, pressure, and capacity of water tanks and lines

Knowledge of the use and functionality of Microsoft Office Suite software

Ability to troubleshoot system issues using diagnostic methods and processes of the plumbing and pipefitting trades

Ability to create diagrams and drawings that lay out the piping material, sizing, and components necessary to perform piping system installations and modifications

Ability to read and interpret HVAC, architectural, plumbing, and electrical system blueprints and schematics

Ability to establish and maintain effective working relationships

Ability to communicate effectively orally

Ability to communicate effectively in writing
