Thurston County Central Services Department is looking for a professional, motivated, dependable and qualified individual to join our team as a Construction Projects Assistant.
This position provides a variety of administrative and logistical support for capital construction projects. Working under the direction of the project lead, processes project administrative duties including pre-bid communications, bid preparation, invoice monitoring, skilled secretarial support, change orders, document and information flow, and customer service on projects assigned. It also serves as a back-up to the Information Desk and other departmental administrative tasks as needed.

Essential functions may include, but are not limited to, the following:
- Supporting several Capital Project Managers, working with other office support staff
- Preparing public work submittals, RFP/RFQ documents, competitive bid packages, advertisements, contractor's meeting notes and minutes.
- Monitoring the bid process for adherence to public works laws as well as providing overall administrative support to the division and department.
- This position will work closely with the other Administrative Assistant I in the project team.
- Working closely with the public and clients to explain detailed regulations and procedures; assisting clients in completing complex forms and applications; and maintaining related records and reports.
- Composing letters and memos. Independently preparing, formatting, and coordinating complex packages such as agenda items, contracts, change orders, and bid documents. Utilizing a variety of software, including desktop publishing packages, to create documents, brochures, information packages, presentation items, and various other products.
- Compiling and updating automated files, designing, or modifying formats for records processing, programming minor changes on the department/office computer system. Maintaining a wide variety of complex records, such as preparing technical, statistical, and narrative reports relating to operation of work unit, or keeping a set of fiscal records for work unit.
- Performing a variety of coordinating activities for supervisor; relaying and obtaining information from other County departments and outside agencies. Arranging meetings, itineraries, and calendars.
- Assisting in the development and drafting of department/office procedures.
- Performing basic accounting tasks as needed, such as compiling and maintain records.
- Assisting in scheduling and logistics.
- Serving as back up to technical or support staff (Information Desk, mail, etc.) as needed.

WORKING CONDITIONS:
- Work is generally performed indoors in an office environment.
- Manual dexterity is needed to operate a computer keyboard.
- Lifting and carrying of records, files, and other material weighing up to 40 lbs. may be required on an occasional basis.
- Certain tasks may require long periods of standing or sitting, reaching, and bending.
- May be required to deliver items, travel to meetings in the field, and operate County vehicles.

QUALIFICATIONS:
- High School Diploma or GED and one year of college level coursework in office support, general business, or another closely related field.
- Three years of general office experience, with at least two years in a senior level office support position which includes experience independently coordinating projects and creating complex documents and reports. Additional experience may substitute college education year for year.
- Ability to use computer equipment and related software programs is required.
- A current Washington State Driver's License may be required.
DESIRED SKILLS:
- Experience in providing administrative support to capital/public work construction projects.
- Experience with public works submittals, Requests for Qualifications/Proposals (RFQs/RFPs), Change Order and Invoice tracking.
- Experience working for government.
- Proficient with Microsoft Office including Microsoft Project, Word, Excel, and Outlook.
- Proficient with Adobe Pro, Bluebeam and AutoCAD.
- Thorough knowledge of general office practices.
- Ability to interpret and apply program information in making work decisions and supplying information to others.
- Ability to maintain records and prepare narrative or statistical reports.
- Ability to work independently and make appropriate decisions regarding work methods.
- Ability to communicate effectively both orally and in writing.
- Ability to successfully work in a small team environment.

- Experience using Laserfiche to scan and organize digital documents.
- Experience working in at Info/Reception Desk and/or Mailroom as part of back-up functions.
