Job Function

Operating under the Capital Improvements department the Project Manager - has direct responsibility for implementing, managing and coordinating all activities related to successful completion of assigned Public Housing and multi-family improvement projects. Projects vary from modernization, physical improvements, development/demolition, safety/security enhancements and other major projects/initiatives. Assigned projects may vary in scope, complexity and size. This role requires at minimum a basic knowledge of project management tools and a competent understanding of construction and development principles. A successful candidate in this role will have basic knowledge in relevant aspects of HUD policy, preferably including procurement requirements.

Essential Functions

Assist in development and implementation of Capital Improvement Plans, in coordination with consultants, OHA staff and residents.

Evaluates condition of existing properties for the purpose of determining construction and/or renovation requirements and ensuring compliance with plans, specifications and local codes and ordinance.

Assist in coordinating and developing a scope of work and budgets necessary to carry out assigned projects. Assist with cost-estimation, scheduling of construction, repair and modification projects as assigned (project schedules, cost analysis, permits, purchasing/bid time and construction, etc.)

Prepares written materials and project proposals (e.g. correspondence, memos, budgets, costs, bid invitations, calendars, schedules, etc.) for the purpose of documenting activities, providing written reference, and/or conveying information. Preparation and timely dissemination of project information to including project charter details, (e.g. scope, budget, schedule with milestones, etc.), procurement plan (e.g. technical specifications, site plans, shop drawings bid review, contracts) ongoing progress updates for project team, department and organizational leadership and periodic reports relating to assigned budgets and contracts.

Reviews all bids, contracts, site plans, shop drawings and specifications and participates in a pre-construction with contractors and sub-contractors prior to construction and renovation projects.

Manages capital improvements projects through regular site inspections and meetings with engineers, consultants, contractors and vendors. Reviews and monitors all design, construction and modernization jobs to ensure that problems during design and construction are minimized and that jobs are completed on time and within budget.

Review and prepare documents for approval for payment of vendor payment requests on assigned projects.

Maintains a variety files, databases and /or records for the purpose of providing up-to-date reference and complying with regulatory requirements and established guidelines.

Prepare a monthly progress report for the Manager. Prepare periodic reports relating to assigned budgets and contracts.

Upon completion of projects, inspects completed project, develops a punch list, and establishes a timeline to complete items. Upon completion of punch list and city inspection if necessary, completes project certification.

Complies with all required reporting requirements or federal regulations associated with the use of funds. Ensure compliance with all HUD Certifications specified in HUD form 5370 (Construction Assurances). Review contracts to verify compliance for City Code, permit and inspections and Davis Bacon requirements.

Must understand basic requirements for procurement and contracting, including Section 3 and Davis Bacon requirements.

Understands principles and practices of construction, personnel management and grant administration; technical specifications and practices of cost-effective construction.

Assure OHA Policies, HUD Regulations, and Federal guidelines are met during all phases of contract administration.
