POSITION DESCRIPTION DUTIES (GENERAL) Scope technical tasks and develop creative solutions to assigned problems. Begin using systems and meeting requirements with minimal supervisory guidance. Accepts complex tasks and receives minimal guidance from senior professionals. Incorporate conventional engineering or scientific practices and a variety of complex features such as complicated technical requirements, application of new or special materials or processes and difficult coordination or oversight requirements into problem solving and program planning. Provide limited guidance and direction to less senior engineering professionals. Carry out development and qualification programs on tasks concurrent with other phases such as design and fabrication to better evaluate and minimize future problems. Develop alternate solutions to existing problems. Perform all detail work necessary to determine best solutions. Evaluate proposals and make recommendations based on proposed projects/tasks in area of assignment. May delegate portions of the detail work to less senior personnel. Prepare costs and schedule estimates on proposed projects/tasks in assigned area. Demonstrate cost and schedule consciousness through timely completion of assigned tasks and projects. Prepare manuals and other documents supporting or publicizing the technical effort. Demonstrate creative ability through medium of patent disclosures, problem solving, engineering reports, technical papers and articles. DUTIES (SPECIFIC FOR THE POSTING) Provide design for Civil Engineering tasks (i.e., site grading, utilities, drainage and hydraulic structures). Primary responsibilities include development of hydrologic storm runoff calculations and hydraulic calculations; preparation of site drainage and runoff detention calculations; design of site paving, grading, and soil erosion control; design of roadway and pavement; routing and design of underground utilities; preparation of earthwork quantities; preparation of Construction Specification Institute (CSI) specifications; and review of vendor documents. Engineering services shall be provided using SRNS processes and procedures. Programmatic guidance will be provided by SRNS. EDUCATION REQUIREMENTS In applicable science or engineering discipline entry level PhD degree, MS degree with 2-4 years experience; or BS and 5-10 years experience. (Position specific) BS Degree in Civil Engineering or BS Degree in Engineering with emphasis on Civil Engineering courses, or current registration as a Professional Engineer in Civil Engineering. MINIMUM QUALIFICATIONS Ability to work in a diverse work environment, Satisfactory results of a pre-employment screening, which includes a background check and drug screening. Ability to fulfill and promote L&A core values. Understands and applies advanced knowledge of discipline's standard theories, concepts, principles and techniques; has working knowledge of standard engineering/scientific practices and applications. (Position Specific) Candidate must demonstrate a minimum of 5 years of Civil Engineering design experience. Candidate must have the ability to prepare CSI Specifications. Candidate must be proficient in 3D Microstation CADD (preferred) or AutoCAD 3D, and HydroCad. Candidate must have the ability to prepare hydrologic storm runoff calculations and hydraulic calculations, site drainage and runoff detention calculations and earthwork quantities. Candidate must have the ability to design site paving, grading, and erosion and sediment control, and to route and design underground utilities. Candidate must have the ability to prepare design drawings. Candidate must demonstrate working knowledge of applicable National Codes and Standards and pertinent South Carolina Environmental Regulations. Candidate must be able to perform weekly field walk downs of the job site for the engineering work being performed. These walk downs may involve construction sites with uneven surfaces and work in progress, walking for distances of over half a mile, climbing of ladders to access remote areas, and dressing out in protective clothing. Desired Qualifications Possession of an active DOE clearance (L or Q) within the past two (2) years is preferred. Previous SRS Design Engineering or DOE facility experience is preferred. Proficiency in using MicroStation V8i and/or Connect, InRoads, OpenRoads, and/or OpenSite software is preferred PF-81 Evaluation Criteria: -Price and Cost to Company: 20% -Technical Acceptability: 70% -Availability & Qualifications of Personnel: 10%- Preferred Experience/Skills as identified in the Position Description. Duration of the Contract: 1 year, 2 option periods. Estimated Hours Per Year: 2080 ST 800 OT Anticipated Work Schedule: 6:00a-4:30p Mon-Thurs. Onsite or Remote?
