Position Summary:
Midnight Sun is looking to hire a Federal Construction General Manager. This position provides strategic leadership and operational oversight of federal construction projects. The General Manager will lead multidisciplinary teams, ensure compliance with all applicable federal regulations, and oversee the execution of design-build and infrastructure projects from start to finish. This role reports to the Construction Vice President.
Duties/Responsibilities:
- Manage all phases of federal construction projects, from pre-construction through closeout, ensuring timely and within-budget completion.
- Ensure adherence to applicable federal regulations including the Federal Acquisition Regulation (FAR), Davis-Bacon Act, Service Contract Act, safety, labor, and environmental standards.
- Direct and mentor project managers, superintendents, and support staff to ensure alignment with company goals.
- Act as the primary liaison with federal clients, including agencies such as DoD, GSA, and VA, ensuring satisfaction and compliance.
- Identify new opportunities, Oversee bid development, proposal submission, and contract negotiations for new federal opportunities.
- Develop and manage budgets and schedules; monitor financial performance and implement cost control measures.
- Responsible for contract profitability and revenue growth.
- Identify potential project risks and ensure safety and quality protocols are maintained.
- Monitor contract performance and compliance, including modifications and terms.
- Provide regular reporting to senior leadership on operational and financial performance.
- Recruit and retain the required mix of personnel with appropriate qualification, expertise, and experience to perform the required duties.
- Implement continuous improvement strategies across project teams.
- Other duties as assigned.

Minimum Requirements:
Education and Industry Experience
- Bachelor's degree in Construction Management, Civil Engineering, Architecture, or related field required. Master's degree or MBA preferred.
- Minimum of 10 years of construction management experience, with at least 5 years in federal government construction.
- Proven track record of delivering complex federal projects on time and within budget.
Knowledge, Skills, and Abilities
- Expert knowledge of FAR, federal procurement processes, and compliance standards.
- Demonstrated leadership, project management, and team development capabilities.
- Excellent verbal and written communication and negotiation skills.
- Strong financial acumen and ability to manage budgets and forecasts.
- Proficient with project management software (e.g., Procore, Primavera P6, MS Project).
- Ability to manage multiple projects simultaneously in a fast-paced environment.
Certifications/Licenses/Other
- PMP, CCM, or DBIA certification highly desirable.
- Active and unrestricted driver's license.
- Ability to obtain and maintain a federal security clearance and/or site access.
- Must pass background checks and drug/alcohol screening.
- Travel to project sites as needed.
Work Environment:
- Onsite in corporate office in Vienna, VA with travel to project sites and client locations as required.
- Occasional visits to construction sites, which may include exposure to outdoor elements and construction-related hazards.
Physical Demands:
- Ability to sit, stand, or walk for extended periods.
- Occasional lifting of materials or equipment (up to 25 lbs).
- Sight and hearing abilities necessary to perform essential functions.
