CLASSIFICATION SPECIFICATION
CLASSIFICATION TITLE: CONSTRUCTION INSPECTOR
PURPOSE OF CLASSIFICATION
The purpose of this classification is to inspect projects involving the construction of water, wastewater and storm water infrastructure.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Inspect the work-in-progress, and finished products for Utility-sponsored and private construction projects related to utility infrastructure and new development;
- Review plans, drawings, and specifications to ensure that actual work matches design requirements;
- Collect data and perform analyses on tests performed on installed improvements;
- Approve, reject, or request modifications to construction, and installation of utility infrastructure in the field;
- Interface with and monitor the contractors/consultants to ensure timely and quality completion of projects;
- Provide information and support as needed;
- Ensure personal compliance with all state safety regulations and HWU safety policies;
- Ensure proper housekeeping in department/area;
- Conduct appropriate safety meetings as assigned;
- Attend safety meetings as directed;
- Participate in accident investigations as directed;
- Assist with collecting, hazard analysis information to be used in eliminating hazards and reducing incident at the Utility as directed;
- Perform routine safety inspections of department and report or correct all identified hazards as directed;
- Work to control costs wherever possible while keeping focus on the long-term objectives of the department and the utility;
- Stay current with computer systems including software needed to perform essential functions;
- Maintain a positive attitude with other HWU employees;
- Maintain regular and predictable attendance;
- Maintain good public relations;
- Maintain availability to respond to emergency calls 24 hours a day, 7 days a week;
- Prepare and maintain construction project records and documentation for all construction projects;
- Prepare inspection reports;
- Research information from manufacturers, suppliers, and contractors related to future construction projects;

Performs related duties as required, necessary, or assigned.
MINIMUM QUALIFICATIONS
High school diploma or GED; supplemented by five years of experience in utility project construction or maintenance; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Degree in civil or environmental engineering or engineering technology. Must possess and maintain a valid driver's license.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.
Functional Reasoning: Requires the ability to carry out instructions furnished in written, oral, or diagrammatic form. Involves semi-routine standardized work with some latitude for independent judgment concerning choices of action.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, and moderately unstable situations.
ADA COMPLIANCE
Physical Ability: Tasks require the ability to exert light to medium physical effort which may involve some lifting, carrying, pushing and/or pulling. Tasks may involve climbing in an out of trenches, manholes, tanks, and vaults, and traversing slippery and unstable ground at jobsites (including steep embankments and slopes). Tasks may involve extended periods of time at a computer.
Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds, depth and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, temperature and noise extremes, hazardous materials, machinery, vibrations, electric currents, traffic hazards, or toxic agents.
