PLEASE NOTE: This is an on-site position with hours from 6:00 a.m. to 4:30 p.m., Monday through Thursday (MaySeptember), and 7:00 a.m. to 3:30 p.m., Monday through Friday (OctoberApril).

DEFINITION

Under oversight by the Highway Engineer, the Associate Highway Engineer performs professional highway engineering functions in the field and office. Duties include supervision and quality control of all work performed by field construction crews, surveying, construction staking and other related work.

Depending on the specialty of the Associate Highway Engineers duties (i.e., either Surveying or Construction and Compliance), they will perform a higher percentage of the applicable responsibilities shown below additional details may be found in their respective Position Descriptions (PDs):

EXAMPLES OF DUTIES

Assists and participates in designing and preparing plans for the development of road construction or reconstruction plans and specifications, including recommended route locations, minimum design standards, laying grades and computing quantities of materials. Determines right-of-way widths to be acquired and writes legal descriptions for their acquisition. Works with other Highway and Transportation personnel to explain engineering requirements to property owners for right-of-way purchases and ensures that legal documents are properly executed. Compiles data and prepares estimates for all types of highway projects including structures and pavement design. Assists in coordinating Federal aid projects with Highway engineering staff/State engineering staff/consultants to meet their minimum specifications. Provides advice and estimates for local municipal projects. Reviews and issues utility permits for work on highway right-of-way. Assists in reviewing developer plans to ensure standards are met. Reviews Controlled Access Permits, Certified Survey Maps, Zoning Permits and Board of Adjustment Appeals; reviews and issues oversize permits.

Construction and Compliance Specialty : In conjunction with the Highway Engineer, this position schedules work, assigns project personnel and equipment needed to perform work constructed by Highway Department Personnel. Supervises work in the field and interprets plans and specifications on job site to ensure standards are met. Schedules work with contracting firms. Supervises and performs testing and inspection procedures. Works closely with survey crew and may participate as a surveyor when needed at construction sites. Provides advice and estimates for local municipal projects. Verifies contract quantities and payments. Inspects highway bridges for structural condition in accordance with Federal guidelines.

Surveying Specialty : Performs engineering field work for collection of data for the following road design purposes: cross-sections, traverses, bench loops, establishing road lines, locating property iron, tie off section corners, retrace ledge description and determining right-of-way. Performs field staking of location and elevation for construction projects including roadway alignments, culvert pipes, curb and gutter, base course, storm sewer and associated field construction staking. Determines lines, angles, distances and elevations. Makes field calculations and adjustments. Operates GPS equipment and specialized software. Performs computer aided engineering drafting. Inspects highway bridges for structural condition in accordance with Federal guidelines.

Education, Training and Experience:

Any combination of training and experience equivalent to an Associates degree in civil engineering or related field and five (5) years of highway construction and design experience; or a Bachelors degree in civil engineering and three (3) years of highway construction and design experience. Surveying position must include two (2) years of engineering technical surveying field work and experience with computer aided drafting software.

Certifications/Licenses:

Must become a certified bridge inspector within one (1) year from date of hire (Dane County will schedule and pay for training.)

Special Requirements :

Must have a valid drivers license.

Background Check Statement: Some positions may require a criminal background check which can include fingerprinting due to the nature of the jobs responsibilities. Wisconsins Fair Employment Law, s. 111.31 111.395, Wis. Stats., prohibits discrimination because of an arrest or conviction record. For Bilingual Positions:

  1. Provide services in both English and the required foreign language (e.g., Spanish, Arabic, Hmong, etc.).
  2. Applicants being considered for bilingual positions will be tested during the recruitment process prior to employment. This will primarily consist of passing an oral language proficiency assessment from English to foreign language and foreign language to English, but may require additional language testing, such as written translation, if it is an essential function of the job.

*If applicable, individuals may confirm with the Employee Relations Division whether results of bilingual language certifications/ examinations they currently hold qualify them for the positions bilingual designation.

Physical and Environmental Work Requirements :

Must be able to hear and see within normal ranges with or without corrective devices. Adequate physical mobility in field conditions. Must be able to walk long distances, climb over fences and under bridges and culverts. Able to perform outdoor work and drive in all types of weather conditions 70% of the time. Able to perform indoor office and computer work 30% of the time.

Knowledge of civil engineering principles and practices applied to highway and bridge design and construction. Knowledge of the basic principles and practices of engineering field and office work, including design preparation and field surveying. Ability to direct the work of subordinates in drafting and surveying. Ability to make difficult engineering computations, estimates and designs. Ability to make structural condition inspections of bridges in accordance with Federal guidelines. Ability to prepare and interpret plans and specifications and to perform or supervise the engineering inspection of contract construction. Ability to plan, organize, assign and review work performed in compliance to construction standards and project specifications. Ability to operate GPS surveying equipment, CAD software such as Civil 3D, GIS software and other engineering programs. Ability to work effectively with public officials, contractors and the general public.
