Job Overview
This position plans, organizes, and directs all aspects of road and bridge development and subsequent maintenance within the County to provide safe roadways. Responsible for ensuring all County roads, bridges, equipment, and vehicles are constructed, repaired, and maintained in a cost-effective, safe, and timely manner. Interacts with members of the public to resolve questions and issues related to road construction, repair, and maintenance as well as right-of-way and easement issues. Oversees all County shop activities. Supervises all Road Department personnel. May operate a variety of construction equipment and perform manual labor in the repair, and maintenance of roads in Fallon County. Weather, disasters, and other emergencies may require this position to respond at any given time. This position will perform work in a variety of inclement weather conditions.

Essential Functions
Road and Bridge Development and Maintenance ? Plans, organizes, and directs the work of the County Road Department; determines priorities of road and bridge improvements in conjunction with and at the direction of the Fallon County Commission. Plans improvements and/or maintenance projects in the most cost-effective manner by identifying cost of equipment, materials, and estimated labor costs. Conducts visual inspections of all County roads and bridges to review ongoing projects and completed work; monitors culverts, autogates, surface wash overs, road signs, holes, and washboards.
Ensures all permits are completed and in place prior to start of projects; communicates with various state agencies and local utility companies. Monitors progress of contractors for various projects. Coordinates and works in conjunction with engineers on various projects; identifies solutions to overcome construction or repair issues. Communicates with the Department of Transportation about road and bridge issues, including road closures. Interacts with members of the public regarding road and bridge development and maintenance; responds to complaints and resolves road and bridge related issues.
Coordinates with other County departments to ensure continuity of services to the public. Engages in daily communication and coordination with the Road Foreman on work assignments for Operators and progress on projects. Engages in daily communication and coordination with the Shop Foreman on equipment/vehicle maintenance and/or repair issues; identifies specifications for new equipment.
Shop Operations ? Works closely with the Mechanics to ensure consistent and safe shop operations. This position is responsible for ensuring the following is completed: determining maintenance or repair actions on equipment/vehicles based on established parameters and budget considerations. Ensuring all wear parts are stocked appropriately; includes use of local vendors as well as price comparisons via the Internet. Maintaining tire inventory, monitors pricing, and quality trends. Preparing and presenting bid specifications for equipment replacement; making recommendations on bids. Completing shop inspections with the Safety Committee to ensure compliance with Department of Labor regulations and standards; ensures required changes are implemented. Performing filter changes and connect repairs for fuel tanks; determining seasonal blends of fuel. Overseeing monthly interstellar monitoring of tanks. In the event of a fuel tank leak, shuts system down, notifies Department of Environmental Quality.
Department Administration - Participates in weekly meetings with the Commission and Shop Foreman providing status reports on projects, road issues and proposed solutions, concerns from members of the public, equipment and recommendations for repair and/or replacement of equipment and vehicles as well as plans for future road/bridge projects. Respon ible for carrying out directives from the Commission in all aspects of the County road and bridge repair and maintenance.
Prepares annual budget with the County Commission; directs and controls the expenditure of departmental funds allocations within the constraints of approved budgets. Engages in ongoing continuing education to stay abreast of new regulations or best practices from Department of Labor, Montana Association of County Road Supervisors, and regulatory agencies. Provides a variety of training from basic maintenance to more specialized/advanced for specific pieces of equipment for County employees.
Supervision of Others ? Supervises, schedules, and directs the work of all Road Department employees to create harmonious team environment. Conducts daily staff meetings to discuss current work projects/assignments, relevant Job Safety Analysis to identify potential hazards, and coordination/use of heavy equipment. Conducts periodic training sessions on safe operation of equipment and job processes. Ensures staff is up to date on operation of heavy equipment. Completes orientation and training of new employees, trains staff on specific types of heavy equipment and other job-related equipment.
Engages in performance management with staff: scheduling, performance appraisals, coaching, training, skill development, and progressive discipline. Approves timesheets and submits to payroll per established deadlines. Promotes staff development by providing opportunities for staff to attend workshops and conferences.
Road Work ? May fill in as an Operator as necessary in response to staffing needs, weather issues and/or emergency response needs. This may include grading County roads using road patrol ensuring proper grades and pitch are maintained. Building and excavating land surfaces. Maintaining gravel and scoria pits using crawler; hauling gravel and scoria using end dump trucks and tractor trailers. Operating snowplow truck to remove snow from County roads. Utilizing loader to fill trucks with gravel and loads culverts onto trailers. Installing and cleaning autogates utilizing backhoe, laser level, and manual shoveling. Operating chipper, packer and road sweeper in conjunction with chip & seal work. Mowing ditches with road mower. Utilizing a chainsaw and weedeater to ensure roadways are free of hanging tree branches and bridge guard rails are clear of excessive vegetation. Setting roadside signs and supporting posts; maintaining other traffic control markings.
Emergency Response ? Ensures road patrols are dispersed throughout strategic points in the County to assist in the event of a fire. Responds to requests for assistance from the Fire Chief or Rural Fire Chief; disperses personnel to aid in fire containment. After a storm event, immediately patrols and inspects affected roads and bridges. Assigns personnel as necessary to support safe travel for citizens.
