Location: Erie, Pennsylvania Veterans Affairs Medical Center located at 135 East 38th Street, Erie, Pennsylvania 16504

Due Date: 7/9/2025

Pay Range: $100K - $140K per year plus benefits

Anticipated Start Date: September 2025

Project Duration: 2 years

Project Details (Size, SOW, Site Background, etc.):

  • SOW: The required support shall be needed to meet the Electronic Health Record Modernization (EHRM) infrastructure upgrades across Erie, Pennsylvania Veterans Affairs Medical Center

Daily Responsibilities:

  • Monitor and review project financial data, including budgetary cost accounting.

  • Administer construction contract change orders: prepare cost estimates, review cost proposals, and compile change order packages for the Contracting Officer.

  • Maintain spreadsheets tracking project funds, obligations, payments, balances, and planned expenditures.

  • Prepare and maintain daily diaries documenting events affecting construction activities.

  • Maintain a current project schedule and coordinate it with general contractor timelines.

  • Analyze project progress against both the Contractors and General Contractors schedules.

  • Address and report schedule slippages to the Resident Engineer with recommendations.

  • Conduct or attend regular (weekly or bi-weekly) progress meetings to review project status and schedules.

  • Review construction contractor payment applications and assist in preparing payment processing documentation.

  • Keep thorough records of site events, contracts, and construction-related issues for conflict resolution.

  • Document and conduct regular progress meetings to review and resolve issues collaboratively.

  • Monitor and coordinate with independent testing agencies for quality control testing (e.g., soils, concrete, steel, fireproofing, roofing, curtain walls, elevators).

  • Provide commissioning support including system start-up, calibration, certification, and team coordination.

  • Forecast and plan commissioning durations, objectives, costs, and team responsibilities.

  • Test building system components, obtain O&M materials, and supervise training sessions.

  • Maintain marked-up project plans/specs for as-built drawings.

  • Perform routine inspections, identify non-conforming work, and notify VA and contractors of required corrections.

  • Compile and share defect/omission lists based on site inspections for contractor resolution.

  • Support relocation efforts and other construction-related tasks as needed.

  • Review submittals, respond to RFIs, log daily activities, and coordinate Owner-supplied equipment.

  • Manage and ensure completeness of Operational and Maintenance data and closeout submittals.

Required Qualifications (Experience, Education, Certifications, Clearances, etc.):

  • Bachelor of Science Degree from an accredited institution (Architectural or Engineering field).

  • Minimum six (6) years of experience as an Architect, Engineer, or Construction Manager in both design and construction phases.

  • Experience with medical facility construction is a plus.

  • Must provide three (3) project examples demonstrating relevant scope and difficulty where a similar role was held.

  • Education substitution : 15 years of directly related experience may replace the degree requirement. Professional experience must include:

    • Seven (7) years in management of facility construction projects.

    • Supervision of engineering, design, and construction activities.

    • Schedule control, cost management, and program budgeting.

    • Full lifecycle project management responsibilities.

    • Proficient in building codes, permitting requirements, construction materials, and methods.

    • Capable of evaluating work in place and determining its value.

    • Able to review and make recommendations on scopes of work, submittals, and proposed changes.

    • Must actively participate in the Quality Assurance Surveillance Program and comply with all contract obligations.

Preferred Qualifications:

  • Experience as a CMa managing VA projects

  • Experience as a CMa managing Medical projects
