The Department of Environmental Services (DES) is seeking an Electrical Supervisor for the Water Pollution Control Bureau (WPCB), a 24/7/365 continuous operation facility that treats 40 million gallons of wastewater each day from residences and businesses. This position provides direct supervision to four Licensed Electrical Power Technicians and two Power and Control Technicians. The WPCB has a complex network that ranges from a medium to low voltage. The supervisor is responsible for performing design, predictive maintenance, diagnostic, repair, maintenance, and construction work associated with electrical equipment and systems within the plant, as well as the remote sewer lift stations, and potable water pump stations across the County.
Specific duties include:
- Designing, reviewing, and evaluating electrical systems and proposed projects and assisting with specifications;
- Maintaining medium and low voltage systems across the plant including backup generators, switchgears, motor starters, synchronous motors, and circuit breakers, relaying and electrical metering and utilizing knowledge and experience with cable and conduit sizing, starters, and overload sizing and grounding systems for the plant and remote stations;
- Acting as liaison between the WPCB and Dominion Power and coordinating all generator related matters;
- Conducting research, analysis, and extensive testing of new technologies for proposed equipment/projects to identify and evaluate operational, maintenance, and cost factors related to electrical components;
- Providing technical assistance to solve operational and maintenance complications, conducting root cause analysis, providing solutions for repetitive equipment failures and developing and implementing changes to prevent future issues; and
- Responding to emergencies and coordinating with operation staff.
The ideal candidate will have extensive knowledge of electrical systems, including the National Electrical Code (NEC), NFPA standards, and electrical control systems. They should have hands-on experience designing, installing, maintaining, and troubleshooting complex industrial equipment, with a solid understanding of medium to low voltage systems. Strong skills in interpreting technical reports and charts to recommend solutions are essential, along with familiarity with instrumentation, controls, and ISA standards.
Minimum:
- High School Diploma/GED or equivalent;
- Significant and progressively responsible experience working in an electrical department, with supervisory experience, preferably in an industrial environment;
- A valid driver's license; and
- A valid NEC Master Electrician License.
Desirable: Preference may be given to candidates with experience in one or more of the following:
- Managing electrical preventive and corrective maintenance in an industrial setting using Distributed Control Systems;
- Performing work and/or managing medium voltage projects;
- Selecting and managing contractors; and
- Familiarity with regulations and standards governed by NEC and ISA.
Special Requirements

Driver's License: The applicant must possess, or obtain by the time of appointment, a valid motor vehicle operator's license from the applicant's place of residence or the applicant must have the ability and willingness to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite. If the applicant possesses or acquires a license, the applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.
Economic Interest Form: Completion of the Commonwealth of Virginia Statement of Economic Interest form will be required of the successful candidate upon hire and annually thereafter.
Additional Information
Work Hours: 5:30 a.m. to 2:00 p.m. (flexible), with some hours outside of normal work schedule due to emergencies and standard 24/7 operations. The worker must be available to work after hours and in emergency situations.
