The City of Anaheim is seeking an Electric Field & Operations Foreman to supervise and participate in the work of crews performing skilled maintenance, construction, and repair for Public Utilities electric field and operations services. Depending on the assignment, responsibilities may include overseeing the operations, testing, calibration, construction, maintenance, and repair of substation equipment. The Foreman also participates in emergency repairs as needed, coordinates activities with other divisions, agencies, and the public, and provides staff support to the Electric Field & Operations Superintendent Essential Functions

The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.

  • Plan, assign, and supervise the work of multiple crews involved in providing electric operations and field services maintenance and repair work; assign work activities, projects, and programs; review and evaluate completed work and work in progress for quality and conformance with work standards and safety practices; make site visits as appropriate.

  • Select, train, motivate, and evaluate assigned personnel; work with employees to correct deficiencies; recommend discipline as required; prepare performance evaluations.

  • Participate in the development and implementation of goals and priorities for assigned operational programs and activities.

  • Supervise the work of contractors; ensure adherence to contract terms and work standards.

  • Coordinate with engineers, contractors, and other Public Utilities and City staff on scheduled and unscheduled repairs, outages, capital projects and related maintenance activities.

  • Determine equipment, tools, and supplies needed for effective and efficient operations; purchase and requisition equipment, tools and supplies and deliver to crews as needed; process year-end reports and reconcile expenditures.

  • Confer with utility customers, property owners, and businesses regarding electric service interruptions, work orders, and related concerns; respond to and resolve difficult and sensitive inquiries and complaints.

  • Read and interpret construction project blue prints, electrical plans and maps; provide feedback on engineering designs and plans.

  • Make cost estimates of work to be completed.

  • Track production metrics and provide recommendations to improve production and resource efficiencies.

  • Attend and participate in a variety of professional group meetings; provide staff assistance to assigned Superintendent and other Electric Services management staff; participate in preparing staff reports, communications, and other correspondence as appropriate.

  • Process payroll, timekeeping, and work orders; apply and adhere to provisions of Memoranda of Understanding and City and department policies and procedures.

  • Perform random and scheduled inspections of work crews to ensure compliance with safety rules, administrative regulations, and departmental policies.

  • Facilitate technical skills and safety training.

  • Drive a City vehicle to and from the work site, as needed.

  • Perform related duties as assigned.

When Assigned to Substation:

  • Supervise the work of multiple crews involved in electric system substation and automation maintenance and construction activities and in the inspection, testing and calibration of substation equipment.

  • Maintain databases and direct the work of substation crews for outage restoration; oversee performance testing on new relays, switchboards, transformers, oil circuit breakers, control circuits, control sets and other substation equipment.

  • Coordinate the calibration of relays and meters, including ammeters, recording watt meters, voltmeters and kilowatt hour meters.

  • Oversee the installation, testing, maintenance and repair of communication equipment including video monitoring, fiber optic, telephone and radio equipment, and related communications equipment.

Qualifications

Experience: Four (4) years of electric field maintenance and/or electric systems operations experience in area of assignment, including one year of lead supervisory experience, supplemented by completion of the twelfth grade and specialized training in electrical system design, electrical theory, or a related field. Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.

Knowledge of: Operational characteristics, services, and activities of electric transmission, distribution, and substation maintenance, testing, and construction; principles and practices of electrical line, substation and related system maintenance and repair; tool uses, equipment and terminology of the line mechanic and substation maintenance trades; safe use of live line tools and high voltage rubber gloving techniques; safety practices and first aid, including resuscitation methods; electrical theory and elementary physics; mathematics and the California Public Utility Commission Rules for electric line construction; GO 95, 128 and 165; Department of Industrial Relations Construction Safety Orders and regulations; time and material accounting; principles of supervision and training; report writing; and record keeping techniques.

Ability to: Effectively supervise, train and evaluate assigned electric field or substation staff; plan and organize work to meet changing priorities and deadlines; work cooperatively with other departments, City officials, and outside agencies; respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility; interpret and explain City policies and procedures; perform the field and maintenance duties of subordinate staff; understand and review blueprints, drawings, and schematics; communicate clearly and concisely, both orally and in writing; safely use rubber gloving techniques; maintain a safe work environment; work irregular or extended work hours and under varying weather conditions.

License/Certification Required: Possession of a valid Commercial Class A California Driver's License. Based on assignment, may require Air Brake and/or Hazardous Materials and Tanker endorsements. Additional requirement when assigned to Transmission & Distribution: Current Rubber Gloving certification.
