The Building Official works under administrative direction of the Community Development Director and is responsible for managerial and administrative work to ensure all construction within the city is accomplished in accordance with applicable federal, state and local codes and ordinances. Serves as the CRS Coordinator for the National Flood Insurance Program.

Supervisory Responsibilities

Supervises the Building Plans Examiner, Building Inspectors and the Permit Technician(s).

Essential Functions:

  • Work involves considerable public contact, coordinating various sections of the office and outside consultants involved in reviewing and approving building plans, issuing building permits, ensuring code compliance before and during construction and issuing final Certificates of Occupancy.
  • Coordinates various stages of the permit process. Consulting with and advising design professionals, contractors, and home builders regarding interpretation and requirements of building codes and City ordinances.
  • Provide technical advice to the City Council, Planning Commission, Board of Adjustment, and other elected and appointed bodies.
  • Investigates and resolves problems in accordance with city policy and accepted industry practices and may perform on-site field inspections for major, complex projects or problem inspections.
  • Maintains thorough and accurate records of building permits, approved construction plans, and Certificates of Occupancy.
  • Ensures that private development complies with building code and local and federal and floodplain management regulations.

Education and Experience:

  • High school diploma or equivalent, some college preferred.
  • At least ten years of experience in the field of engineering or construction, at least five of which shall have been in management or supervisory position.
  • Associates degree in a related field may substitute for 1 year of general experience; bachelors degree in related field may substitute for 2 years of general experience; masters degree may substitute for one year of management experience.

Licenses and Certifications:

  • Must be certified by the International Code Council as a Certified Building Official and ICC certified in all areas of inspection and plans examination or able to obtain the Certified Building Official designation within 1 year of employment. Also, must be able to obtain the Certified Floodplain Manager certification within 2 years.

Additional Requirements:

  • Must have a valid Alabama drivers license.
  • Must be willing to work non-standard hours and travel as required for training and certifications.

Physical Demands:
The work requires some physical exertion such as long periods of standing, walking over rough or uneven surfaces; climbing ladders and steps, bending, crouching, stooping, stretching, reaching, or similar activities. The work may require specific, but common, physical characteristics and abilities such as above-average agility and dexterity.
