Job Summary

To assist and support the Project Manager in coordinating with the Resident Engineer and other Project Office members for all design phase and construction-phase activities as directed. This will include the recording, tracking, and execution of processes related to the management of Professional Services contracts and Construction contracts using the MBTA's PMIS system (e-Builder).

The Assistant Project Manager will report to a Capital Programs Director/Sr. Director. The Assistant Project Manager will be supervised on a daily basis by the Project Manager/Sr Project Manager and will work in close coordination with the Resident Engineer, QA/QC staff, Project Controls staff and Contract Services

Duties & Responsibilities

  • Assist in managing consultant and construction contracts to ensure project and program requirements are fulfilled, and that project safety, safety, contract cost and project schedule requirements are met. Acting on behalf of project manager in his/her absence or as assigned by project director or senior director.
  • Assist in managing Capital Delivery projects in accordance with the following MBTA Manuals, policies and procedures as may be amended from time to time, or Program Specific delivery protocols and procedures if supporting a major MBTA program: Project Manager's Manual; Project Controls Manual; Quality Assurance Manual; Resident Engineer's Manual; Contract Administration Policies and Procedures; MBTA Directives published on the MBTA Web Page or provided directly by the Authority, as well as FTA Circular 4220.1F Third Party Contracting,
  • Assist in the development of project scopes, budgets, and schedules as part of the capital planning and delivery process under the direction of a project manager or director.
  • Assist in coordinating with municipal officials, public, and other outside parties for projects that require collaboration and coordination for project development and delivery.
  • Assist in the procurement of consultants and contractors.
  • Assist in the review of monthly payment and schedule submissions from consultants and contractors.
  • Assist in the Management of Project Design Group meetings, value engineering sessions, constructability reviews and risk workshops, as required.
  • Manage project tasks with other Departments, including the Capital Program Oversight Department (budget planning, administration, and finance), Capital Program Support, Office of Chief Engineer, Engineering and Maintenance, and Transit, Railroad, and Bus Operations, as required.
  • Manage project activities with outside agencies, abutters, utility companies, community groups, and other third parties affected by the project, as required.
  • Prepare project related correspondence, reports, charts, and presentations utilizing Microsoft Word, Excel, Database and PowerPoint as assigned.
  • Assist in the preparation of presentations to senior management, elected officials, community groups, and others as required.
  • Attends and organizes project meetings as necessary, and prepares agenda and minutes, as required.
  • Reviews Resident Engineer's and Construction Inspector's Daily Reports to inform higher-level reporting.
  • Assists in the preparation of monthly and quarterly project status reports.
  • Assists the field team with monitoring of construction activities as required.
  • Supports contract close out (punch list, O/M, Training, As-Builts etc.)
  • Work independently in addressing complex tasks in a time-sensitive environment.
  • Coordinate with other MBTA departments, including Railroad Operations and Engineering & Maintenance as required.
  • Drive a company or personal vehicle to visit work sites.
  • Respond to emergencies, either directly or through subordinates, on a twenty-four (24) hour, seven (7) day per week basis.
  • Respond to each inquiry, whether from a customer, vendor or coworker in a courteous and professional manner.
  • Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.
  • Perform other related duties and projects as assigned.

Minimum Requirements & Qualifications

  • A Bachelor's degree in an Engineering discipline, Construction Management, or directly related field from an accredited institution
  • Three (3) years of engineering design, architecture design and/or construction experience with at least two (2) years of experience working on commercial and/ or large-scale construction projects.
  • Effective organizational, multitasking, time management and interpersonal skill.
  • Proficient in Word, Excel, PowerPoint or Database applications.
  • The ability to effectively communicate with regulatory agencies, community organizations and others on technical and sensitive matters.
  • The ability to complete all required Authority training.
  • Excellent customer service and conflict resolution skills.
  • The ability to provide internal and external customers with a courteous and professional experience.
  • A valid driver's license.
  • The ability to work any and all shifts and/or locations as assigned or directed.
  • Respond, either directly or through subordinates to emergencies a on a twenty-four (24) hour, seven (7) seven day per week basis.
  • The ability to work effectively with a diverse workforce

Substitutions Include

  • A Master's degree from an accredited institution in Engineering or Architecture may be substituted for two (2) years of engineering design, architecture design and/or construction experience working on commercial and/ or large-scale construction projects.

Preferred Experience and Skills

  • Engineer-in-training certificate in the Commonwealth of Massachusetts, or ability to attain through reciprocity.
  • License to practice as a Professional Engineer or Architect in the Commonwealth of Massachusetts, or ability to attain through reciprocity.
  • Experience in transit industry building and infrastructure construction.

  • Be at least eighteen (18) years of age, except if participating in an approved high school internship / co-op program.
  • Ability to commute to assigned work locations in the Boston, MA metro area, as required by the role.
