Description
Summary:
Under the general direction of the Town Engineer, supervises staff and performs technical and administrative tasks, selects and applies standard civil engineering techniques, procedures and criteria to a variety of planning, design and construction projects, acts as principal engineer for the design of municipal improvement projects, and may serve as the local Inland Wetlands Agent and liaison to the Inland Wetlands and Conservation Commission.
Essential Job Functions:
Supervises, coordinates and participates in the planning, design and construction a variety of municipal, utility and private development projects, which includes the supervision of technical staff and quality control for compliance with industry and local standards and regulations.
Will Perform advanced engineering tasks and mathematical computations for the preparation of reports, construction documents, quantity take-offs, cost estimates and other technical functions for projects such as improvements to roadways, sidewalks, drainage systems, parking lots, parks, recreational fields, trails and other public facilities and infrastructure.
Prepares plans, details, cost estimates, specifications, and other contract documents, develops and implements department standards, and administers and inspects construction for a variety of municipal improvement projects that include annual Town programs such as road paving and repairs, pavement preservation, pavement markings, and installation and replacement of sidewalks and ramps.
Presents projects in various stages of development and other technical information to the Town Council, Town boards, commissions and staff, and the public.
Provides information to the public, consultants and contractors regarding the design and construction of municipal, utility and private development projects, and independently investigates and responds to citizen complaints.
Prepares permit applications for municipal projects requiring federal, state and local authorization.
Qualifications:
Bachelor's Degree in Civil Engineering, related science or some closely related field; and five (5) years of progressively responsible experience in the practice of civil engineering; OR an equivalent combination of suitable education, experience and training if deemed appropriate by the Town Manager or their designee.
Registration as a licensed professional engineer in the State of Connecticut or the ability to obtain a state license through reciprocity within the first six (6) months of employment.
Possession of a State of Connecticut Motor Vehicle Operator's License.
Experience with design and construction administration for road reconstruction projects, stormwater management, land development and other public infrastructure improvements; and familiarity with using AutoCAD Civil 3D, ESRI ArcMap GIS and other engineering software is desirable.
