This position will lead the West Region Facilities team. Lead construction and space planning projects and routine day-to-day facilities reactive and proactive maintenance projects. Develop and manage annual facilities operating plans, manage projects, identify operational and energy efficiency / sustainability opportunities, identify and track capital projects, and P&L and Capex projects and invoices. This position liaises with key stakeholders to ensure facility standards are maintained, operations are supported, evaluates technical facilities requirements, and manages facilities projects.
Responsibilities- Develops Facilities Annual Operating Plans, including at a minimum safety, operational support needs, P&L and Capex planning, annual goals/objectives, KPIs, Risk Management, and a schedule of key activities.
- Manages the Facilities team and provides technical support, coaching, development.
- Manages a portfolio of projects from inception through completion and leads decision-making process at regional main labs that involve modifications to infrastructure, space planning, and operations support, sustainability & efficiency.
- Owns the timeline, budget, resource constraints, and deliverables / results.
- Demonstrates capability to read, understand technical facilities and apply standard to moderately complex documents affecting real estate projects, including but not limited to: agreements/contracts, leases, work letters, project charters, surveys and drawings.
- Conduct periodic site visits to monitor the progress of projects and facilities operations support, review status of work completed during the period covered, and ensure projects and maintenance programs are proceeding in a good workmanlike manner consistent with approved drawings, specifications, agreements, & work orders.
- Collaborates with Quest project stakeholders as well as third party vendors (legal, architects, general contractors, third party project managers).
- Provides general oversight to base building support processes including but not limited to all third party sourced activities or self-performed (Facilities, Janitorial, Security, Cafeteria).
- Partners with Quest Corporate Real Estate as needed to support lease renewals / terminations and associated work.
- Provides regular points of communication needed to support Facilities operations (operations, sponsors, stakeholders, team members, etc.).
- Assess Single Point of Failure risk and provides recommendations to address.
- Assess efficiency and sustainability opportunities and provides recommendations.
- Prepare executive reports and KPIs detailing project status / impacts (budget, risks, financial, sustainability, efficiency, operations, performance, etc.).
- Ensures all appropriate tools are completed and used effectively (e.g., Teams, Gantt chart, Smartsheets, Spreadsheets, Power BI, SharePoint, etc.).
- Manages sponsor and stakeholders expectations.
- Delivers the expected results.
- Performs root cause analysis on project shortfalls and takes corrective action as necessary.
- Applies continuous improvement tools and techniques, as well as other QMS principles and tools, toward a variety of large or complex problems. Actively identifies root causes of issues and designs solutions that address them.
- Works with local team members to identify and prioritize construction opportunities.
- Works with functional and site leaders as a "thought leader" to create future state space planning roadmaps with clear executable plans that are in line with the business strategies improvement needs.
- Own and drive safety compliance and improvements.

Required Work Experience:
- Demonstrated experience (5 to 10 years) managing facilities operations and complex projects from initiation to completion in critical environments.
- Demonstrated experience using structured problem-solving skills: uses a systematic, disciplined and data-driven approach that identifies the root causes of various issues and designs solutions to resolve them.
- Demonstrated understanding of continuous improvement, process management, or system thinking.
- Familiar with building construction and engineering principles related to civil, mechanical, electrical, plumbing, and structural projects.
Preferred Work Experience:
- Engineering background and ability to provide technical analysis of mechanical infrastructure.
- Familiarity with Laboratory operations and Facilities support needs.
Physical and Mental Requirements:

- Code requirements and permitting process including accessibility, building, fire, mechanical, electrical, and plumbing.

Eduation:
Bachelor's Degree
Preferred Technical Training or Professional Licensing :
- Licensed mechanical or electrical engineer
- Formal training in project management or continuous improvement methodologies (e.g., Six Sigma, Total Quality Management, Lean, Theory of Constraints)
- PMI Project Management Professional (PMP)
- QMS Continuous Improvement Certification (internally provided - completed within 18 months of entering into the role)
- QMS Project Management Certification (internally provided - completed within 18 months of entering into the role)
- IFMA or BOMA certification
- Formal training on LEED
