Flood Control DistrictAbout the Position
As a Civil Engineer in this role, you will perform various professional civil engineering activities related to evaluating the impacts of proposed projects related to the Flood Control District property, right-of-way, and structures. These projects include utilities construction, drainage and stormwater systems, bridges and roadways, channels and box culverts, recreational trails and parks, and temporary use or events. Additionally, this role supports the plan review, right-of-way permit issuance, and project coordination of different types of uses of District property.

We Require
Bachelors degree in Civil Engineering with a discipline such as Water Resources Engineering, Construction Management, or a related field
Two years of experience in civil engineering work, including reading and interpreting construction reports, specifications, plans/drawings for utilities, grading and drainage, stormwater systems, bridges, roadways, channels, box culverts, recreational trails, parks, and other public/private infrastructure projects
Registration as a Professional Engineer (PE) by the Arizona State Board of Technical Registration or by the technical board of another state, with the ability to obtain Arizona registration within six months of employment
We Also Value
Masters degree in Civil Engineering or related field
Certified Floodplain Manager (CFM) certification
Familiarity with Floodplain Regulations and Flood Control District structures
Demonstrated experience in the use of HEC-RAS model and ArcMap
Experience in permit review and familiarity with HEC-1 and FLO-2D models
Skill in establishing and maintaining cooperative working relationships with others
Knowledge of construction methods, materials, and techniques used to design, construct, and maintain Public Works infrastructure systems
Knowledge of civil engineering principles, practices, terminology, and procedures
Job Contributions
Review, approve, and draft permits for proposed projects that impact Flood Control Right-of-Ways. Recommend or issue No Objection Letters for projects that do not impact Flood Control Right-of-Ways. Participate in and provide recommendations to preapplication meetings, project proposals, and comment resolution meetings. Support floodplain use permitting as required
Research and complete information, plan, and document requests for projects and Public Records Requests
Represent the Flood Control District in various meetings with other governmental agencies, the public, and respond to internal and external requests, and provide technical recommendations/assistance
Establish clear and accurate technical guidance regarding flood control right-of-way requirements for consultants, applicants, other partner agencies, and the public, and ensure compliance with the requirements
Coordinate with other branches, communities, and government agencies; represent the Right-of-Way Use Permitting Branch at meetings with those organizations and the public; and respond to information requests by examining, investigating, and editing documents and reports
Establish and maintain cooperative working relationships with co-workers, the public, governmental agencies, and permit stakeholder groups
Perform in-house general civil and Right-of-Way Use reviews and recommendations for projects partnered with other agencies

Working Conditions
This position requires the employee to be in the office/field or customer-facing for all hours worked
