This position is responsible for organizing and managing all aspects of the department's acquisition program including, but not limited to, specifications, construction contracts, professional services agreements, change orders and providing expertise and oversight on contract administration.

Manage the development and implementation of procurement and strategies/tactics to meet the strategic goals of the organization. Manage the solicitation process, selection process, and execution of alternative construction contracts in a timely manner within appropriate pricing structures in accordance with professional principles and practices, ethical standards and high customer service expectations. Oversee proposal development and implementation of procurement efforts throughout the proposal life cycle, from initiation through execution. Ensure there is a direct relationship between the alternative delivery contractor, designer, and MAC so alternative delivery projects meet scope, schedule, budget, and quality expectations.

RELATIONSHIPS

Reporting Relationship Reports to the Director of Airport Development Project Delivery.

Department Direction Supervises Contracts Coordinator and Project Coordinators

Internal Business Frequent contact and interaction with MAC staff members including Finance, Accounting, Purchasing, Legal, Grants management, PD&E Committee and Commission members

External Business Frequent contact with consulting firms, general contractors, and vendors directing contract management and project delivery methods. Occasional contact with state and federal agencies

JOB DUTIES

Departmental

  • Manages multiple project delivery method contract processes including but not limited to design bid build, construction manager at risk, and construction manager as agent
  • Establishes and maintain construction specifications and contracts for multiple project delivery methods for MAC design and construction projects.
  • Establishes procurement process and contracts for new project delivery methods including construction manager at risk, construction manager as agent, IDIQ, and other alternative delivery methods
  • Leads selection process for continuing and project consultants
  • Leads online bid submission process for Airport Development
  • Manages TGB/DBE utilization and compliance process with Office of Diversity Equity and Inclusion
  • Manages coordination process with the Minnesota Department of Human Rights regarding workforce goals Establishes and maintains project delivery process and contracts for department and coordinates work with other departments (legal, purchasing, etc)
  • Serves as a resource and liaison between Airport Development and other MAC departments regarding contacts management
  • Works to identify innovative methods to accomplish procurement tasks efficiently while ensuring compliance to federal/state/airport regulations.
  • Develops and maintains purchasing expertise in business and procurement law, federal and state regulations, FAA regulations, and airport policies and procedures.
  • Manages construction contracts and acts as a resource for the department
  • Manages administrative process for contract administration for pay applications, change orders, substantial completion, final completion and project closeout
  • Acts as a resource for vendors regarding construction contracts, pay applications, closeout documents and other procurement regulations
  • Manages year-end financial reporting for the department
  • Conducts training for department staff on contracts procurement
  • Manages prevailing wage and certified payroll data collection and reporting
  • Manages insurance process for construction contracts and consultant agreements
  • Develops and implements contract management policies and procedures

EDUCATION REQUIREMENTS (must have one of the following)

  • Bachelors degree in business administration, Contract Management, Construction Management, Law, or related fields such as accounting, finance, engineering and 6 years of experience with construction contract management, procurement, or administration
  • In lieu of a bachelors degree, 10 or more years of progressively responsible construction contract management, procurement, and administration experience.

MINIMUM REQUIREMENTS

  • Two years of experience supervising and directing staff in a related field OR in lieu of supervisory experience, MAC employees may attach a copy of their Supervisory Skills Development Program Certificate that was completed within the last 4 years
  • Knowledge of contracting and project delivery methods, Minnesota contracting laws and regulations related to planning, design and construction services
  • Detail oriented with strong analytical skills
  • Experience working with contractors, design professionals, and staff to evaluate contract services based on project delivery method
  • Experience negotiating construction contracts and solicitations
  • Experience working with design and construction teams
  • Strong written and verbal communication skills
  • Intermediate level skills with Microsoft Word, Excel, and Outlook
  • Ability to make independent decisions
  • Ability to work effectively with varying personalities and ability to establish/maintain effective working relationships. Build effective relationships with internal and external stakeholders to achieve the objectives needed.
  • Ability to strategically plan, organize, and coordinate procurement contacts and selection processes.

DESIREABLE REQUIREMENTS

  • Knowledge of regional and national procurement trends related to design and construction
  • Working knowledge of design professionals and general contractor services proposal analysis
  • Demonstrated ability to train less experienced procurement staff
  • Knowledge/understanding of Construction Specifications Institute recommended practices
  • Knowledge/understanding contractual risk management/transfer, construction bonds and insurance
  • Experience with Quest CDN bidding platform or comparable software
  • Knowledgeable of JD Edwards or comparable accounting/purchasing software
  • Commercial airport project experience
  • Knowledge of applicable FAA advisory circulars and regulations.
  • Professional certification such as Certified Construction Manager (CCM), Project Management Professional (PMP), or other business-related certification
