General Description

The City's Department of Public Works - Utility Division is recruiting an environmental or civil engineer to play a key role in managing the City's storm and sanitary sewers systems, lift stations, and stormwater management ponds. The engineer will utilize current technology to evaluate these systems and plan annual maintenance and capital improvement projects. This position serves as project manager for consultant led designs and solutions; evaluates sewer system capacity and makes engineering recommendations. Examples of projects include lift station condition assessments, infiltration and inflow work planning, annual sewer maintenance contracts, and sewer or stormwater capital improvement projects.

While the ideal candidate is a candidate with 1 or more years of experience, the City also welcomes candidates with relevant degrees who are interested developing their skills. The engineer selected for this position would have the opportunity to grow professionally and contribute to advancing utility management within the City's Department of Public Works.

Work Schedule: Monday-Thursday, 7:30 a.m.-5:00 p.m. and Friday, 7:30 a.m.-11:30 a.m. Plus additional hours as required.

Hiring Range depends on qualifications: $75,275-$88,067

No residency requirement.

Examples of Duties

  • Performs engineering design and prepares plans and specifications for various public works projects.
  • Assists in the development and implementation of the City's storm water management program ensuring compliance with Federal, State and Local requirements.
  • Assists in the development and implementation of hte City's sanitary sewer inflow and infiltration program.
  • Completes engineering design computations, estimates of quantities and cost estimates for various public works projects.
  • Prepares technical reports, studies and permit applications.
  • Reviews technical reports, studies and permit applications submitted for private development relative to storm water management.
  • Drafts and administers public works contracts of average to moderate difficulty.
  • Inspects construction of various public works and private storm water management projects.
  • Performs field review to aid in design.
  • Directs, coordinates and participates in field and office conferences with developers, contractors, engineers, homeowner groups, citizens, and City personnel regarding storm water issues. Advises on corrective actions.
  • Develops and provides educational materials to the general public, contractors, consultants and developers as it relates to storm water management.
  • Performs other duties as assigned.

Minimum Qualifications Required

  • Bachelor's Degree in Civil Engineering, Natural Resources or a related Engineering discipline.
  • Previous civil engineering experience desirable.
  • Registration as a licensed Professional Engineer (PE) in the State of Wisconsin desirable.
  • Valid driver's license and good driving record.

Knowledge, Skills & Abilities

  • Considerable knowledge of civil engineering principles and practices as applied to the design of streets, storm and sanitary sewers, site drainage and other public works projects. Knowledge of Federal, State and Local storm water and erosion control requirements.
  • Good knowledge of field engineering including surveying, inspection and construction practices. Good knowledge in the sources of engineering information.
  • Considerable skill in preparing and checking complex designs, details, estimates, plans and specifications for public works projects. Considerable skill in the application of engineering theory to complex field and office problems. Considerable skill in reading and interpreting construction plans and specifications.
  • Skill in receiving assignments in general terms and to schedule and plan the work.
  • Skill in applying engineering theory to complex field and office problems. Skill in coordinating various engineering and operational activities.
  • Ability to proficiently utilize a computer and the required software including but not limited to CAD, Civil 3D, and engineering application software such as SLAMM, P-8, Hydrologic Modeling software.
  • Ability to follow detailed written and oral instructions and to work with limited supervision. Ability to establish and maintain effective working relationships with other employees, other agencies, and the general public. Ability to communicate effectively, both orally and in writing. Ability to work the required hours of the position.

May be required to demonstrate minimum competency by successfully passing approved tests.
