The position leads assigned projects by managing scope, schedule, and budget while coordinating with team members and providing functional supervision to ensure project milestones are met. Incumbent will also oversee contract negotiations, interagency coordination, and review of engineering reports and submittals to support successful project implementation.

Minimum Qualifications A bachelor's degree in one of the following fields: biological sciences, physical sciences, earth sciences, environmental sciences, natural sciences, engineering or a related field plus four years of experience in coastal resource management, wetland resource management, environmental science, natural resource management, or biology; OR A master's degree in biological sciences, physical sciences, earth sciences, environmental sciences, natural sciences, engineering or a related field plus three years of experience in coastal resource management, wetland resource management, environmental science, natural resource management, or biology; OR A Ph.D. in biological sciences, physical sciences, earth sciences, environmental sciences, natural sciences, engineering or a related field plus two years of experience in coastal resource management, wetland resource management, environmental science, natural resource management, or biology.

Job Duties and Other Information Job Duties:
  • Serves as CPRAs Project Manager and state expert for various assigned protection and restoration projects located in 18 coastal parishes of southern Louisiana
  • Exercises functional supervision over project team members, and other technical and contractual professionals
    1. Oversees work of contractors
    2. Performs on-site evaluations of work performed
    3. Assists in performing final evaluations on contractors performance
    4. Provides guidance, direction and oversight to project team members for:
      • Planning
      • Engineering and design
      • Cost share proposal development
      • Real estate/land rights activities
      • Permitting
      • Construction
    5. Manages CPRA project-specific contracts and task orders
      1. Evaluates technical proposals received in response to Request for Proposals (RFPs)
      2. Negotiates consultant cost estimates for work professional service contracts
      3. Issues task
      4. Selects contract staff
      5. Approves monitoring budgets and schedules
      6. Directs priorities within scope of work
      7. Recommends approval/disapproval of invoices for payment upon completion of work
      8. Ensures the work of private firms and contractors adhere to the specific details and standards stipulated in the contract along with federal and state regulations
      9. Coordinates with other sections within CPRA to gather project data, schedules and financial information as necessary to ensure timely inclusion in the plans
      10. Develops detailed implementation plans and budgets for assigned projects

      Position-Specific Details:

      Appointment Type: Probational or Promotional

      Compensation: The bi-weekly minimum hire rate established for this position in accordance with CPRAs Special Entrance Rate Policy is $3,076.80. The maximum salary for the Coastal Resources Scientist Manager position is $126,256 annually.
