Primary Role
This position is responsible for managing (individually or through a team) all activities related to the successful delivery of multiple small to medium capital investment projects, with a primary focus on dam safety and water infrastructure. These projects are critical to ensuring the integrity, compliance, and operational reliability of the Company's water resource systems, including dams, reservoirs, and associated structures. The role supports key company objectives in Production, Networks, and Operations.
Note: Position level will be determined based on candidate experience and qualifications. Other related roles a candidate can be considered for are Project Manager and Sr. Project Engineer
Key Accountabilities
- Lead and manage dam safety-related capital projects from planning through completion, ensuring alignment with regulatory requirements and internal standards.
- Monitor and control project budgets and schedules for multiple dam safety and water infrastructure projects of moderate complexity.
- Drive efficiency in project execution by analyzing delivery metrics (e.g., unit costs, target vs. actual costs) and implementing improved procurement and delivery strategies.
- Ensure all projects are delivered in accordance with the Capital Program Management (CPM) system and meet asset management needs.
- Collaborate with Asset Owners to ensure project scope and outcomes meet expectations, particularly in relation to dam safety and risk mitigation.
- Coordinate with Operations teams to minimize operational disruptions and ensure project alignment with operational priorities.
- Engage with Technical Services to ensure compliance with engineering standards, especially those related to dam design, inspection, and rehabilitation.
- Ensure all projects comply with applicable dam safety regulations, environmental standards, and permitting requirements.
Work with internal departments and external agencies to secure land rights, permits, and regulatory approvals necessary for dam-related projects.
Knowledge/Skills
- Strong project and program management skills, with specific experience in dam safety, geotechnical engineering, hydrology and hydraulics or water infrastructure.
- Solid understanding of dam safety principles, risk assessment methodologies, and emergency action planning.
- Excellent analytical and problem-solving skills, particularly in evaluating structural integrity and hydrologic/hydraulic performance.
- Strong communication skills, including technical report writing and stakeholder presentations.
- Effective interpersonal and leadership skills, with the ability to influence cross-functional teams and external stakeholders.
- Ability to manage multiple priorities with urgency while maintaining compliance and stakeholder engagement.
- Financial acumen, including budget oversight and cost-benefit analysis.
- Familiarity with engineering and construction practices related to dam inspection, rehabilitation, and monitoring systems.
- Working knowledge of federal and state dam safety regulations (e.g., FERC, NRCS, FEMA, PADEP).
- Understanding of environmental, safety, and water quality regulations applicable to dam operations and construction.
Experience/Education
- Bachelor's Degree in Engineering, Construction Management or related field.
- 0 to 5 years experience in engineering analysis, design, permitting.
Certifications/Licenses
- Engineer-in training (EIT) or Project Management Professional (PMP) certification strongly preferred.
- Valid Driver's License.
Work Environment
Primarily office with occasional local / overnight work in the field.
Travel Requirements
Periodic travel with overnight stays as required; generally, less than 20% of total time is anticipated away from office
