Primary Purpose

PRIMARY PURPOSE OF POSITION

Supports the development of bottom-up cost estimates for Substation, Distribution, Transmission and Gas projects by assisting and working with Estimators and Sr Estimators. Develop and organize estimates and analysis for both internal and external use. Perform analysis of project actuals against latest estimates and incorporate results into estimating methodology to ensure continuous improvement of estimate accuracy. Provide analytical and operational support to business unit. Support various initiatives to improve overall estimating process and participate in peer and cross-functional discussions related to the estimates. Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.

Primary Duties

PRIMARY DUTIES AND ACCOUNTABILITIES
  • Support and contribute to the development of Phase 1,2, and 3 project cost estimates in WBS format with all required assumptions that support development of current and LRP budgets. Support the creation of standard WBS estimates and assumptions with documentation of confidence factors ranging from study to construction phases of project. (30%)
  • Provide support to the Project Controls Estimators and Senior Estimators for estimate related functions. (30%)
  • Support in the creation of unit cost and parametric estimate range for standard scope of work. Continuously analyze and update parametric values reflecting current trends and costs (15%)
  • Conduct modeling, forecasting, trending, variance analysis, and other estimate-related financial and implementation analysis. Track, maintain, analyze and provide current estimating information on scorecard or key performance indicators (KPIs). Prepare, update and maintain the collection and storage of the estimating resources, including non-stock material price and external labor rate. (10%)
  • Participate and support estimate peer reviews, estimate challenge meetings, contract bid analysis meetings, community of practice meetings, project and other cross-functional meetings as needed (10%)
  • Work with Project Managers to ensure that estimate requests are adequately submitted, that the estimates are properly understood, challenged and reviewed. (5%)

JOB SCOPE

This is an individual contributor position that works under general supervision and frequently performs non-routine work. This position is expected to resolve most questions and problems through interaction with internal and/or external stakeholders and staff across the organization and refers more complex issues to Sr. Project Controls Estimator. May require working extended hours and/or shift work to support business operations.

Minimum Qualifications

MINIMUM QUALIFICATIONS

Bachelor's degree in Business, Engineering, or related discipline and 0-2 years relevant experience, OR, in lieu of a bachelors degree, a minimum of 2-5 years of relevant experience. Customer driven with good oral and written communication skills. Ability to analyze basic problems/situations and recommend alternative courses of action. Excellent planning and organizational skills with a focus on achieving desired results. Strong financial aptitude. Demonstrated proficiency in PC software packages such as Microsoft Word and Excel. Job requires a valid driver's license and use of personal vehicle.
