Utility Assistant Field Operations Manager

This position is responsible for planning, coordinating, supervising, and assisting the public utility staff in all maintenance, new installations, and repairs and ensuring safe work practices for utility systems and related facilities. Works closely and under the Utilities Field Operations Manager in the maintenance and repair of Water and Wastewater Utilities. ESSENTIAL JOB FUNCTIONS:
  • Coordinates and assists with daily work activities and organizes, prioritizes, and assigns work.
  • Monitors status of work in progress and inspects completed work, develops work schedules, conducts staff meetings, consults with assigned staff, assists with complex problem situations, and provides technical expertise.
  • Ensures departmental compliance with all applicable codes, rules, regulations, standards, policies, and procedures.
  • Ensures adherence to established safety procedures and monitors work environment and use of safety equipment to ensure safety of employees and other individuals.
  • Initiates any actions necessary to correct deviations or violations.
  • Consults with public utilities manager or others to review department operations/activities, reviews and resolves problems, and provides recommendations.
  • Advises the public utilities manager regarding projects requiring major expenditures of money or time.
  • Handles any customer service issues, answers questions and inquiries regarding various utility systems, and both reconciles and approves customer transactions as needed .
  • Plans, coordinates, supervises, and assists in the installation, maintenance, and repair of utility systems equipment to include wastewater lift stations or well facilities.
  • Schedules, assigns, supervises, and assists with electrical maintenance, mechanical maintenance, and installation projects and other duties as assigned.
  • Maintains and updates database of preventative maintenance activities.
  • Maintains inventory for routine maintenance, new installations, and emergency repairs.
  • Orders various parts, tools, and materials required of the work as needed.
  • Provides general supervision to the public utilities field staff.
  • Handles employee concerns and problems.
  • Works with the public utilities operations manager to counsel and discipline employees and completes employee performance evaluations.
  • Coordinates and assists in providing response to after-hours calls or to emergency situations.
  • Plans and assists in emergency operations for storm/hurricane operations.
  • Operates a wide variety of equipment, machinery, and tools used in department projects/activities if necessary.
  • Supervises and trains subordinate employees in proper procedures, work practices and safe methods, and promotes and maintains a safe and healthy work environment free of recognized hazards in accordance with County policy.
  • Performs other assigned duties.
PHYSICAL DEMANDS:
Heavy work: Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force to move objects. Requires the use of fingers, crouching, grasping, hearing, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, visual acuity, and walking. MINIMUM REQUIREMENTS TO PERFORM WORK:
  • High School Diploma or equivalent;
  • Five (5)years of related work experience;
  • Or equivalent training, education, and/or experience.
LICENSES/CERTIFICATIONS:
  • Commercial Class A Driver's License valid in the Commonwealth of Virginia.
  • Ability to obtain a Class IV Waterworks and/or Class IV Wastewater license in Virginia

As such, you are subject to Department of Transportation (DOT) drug and alcohol testing procedures. In accordance with DOT regulations, Isle of Wight County will conduct a fully query of the Federal Motor Carrier Safety Administration (FMCSA) Drug & Alcohol Clearinghouse to verify your eligibility to perform safety-sensitive functions, such as operation commercial motor vehicles.

While some will perform their regular duties, others may be assigned to report at a different time and location and to perform different duties from their regular jobs. Employees will either be deemed essential personnel and provide services that must continue regardless of or pursuant to a state of emergency or will be deemed nonessential personnel that will be required to report to work in an emergency if they receive an assignment to shelter duty or other duty.
