Description

Position Summary:

The Sr. Project Manager assists the Senior Vice President in the refurbishing, remodeling, and maintenance of all facilities owned and/or operated by WestCare and all related entities. The position will include extensive travel-local, regional and out-of-state, requiring overnight stays. This person is also responsible for interviewing, hiring and supervising construction workers as well as overseeing internal staff. Essential Job Functions include:

Essential Job Functions:

+ Interviews, negotiates rates of pay, and hires construction workers as needed for projects, and supervises the work of assigned construction workers;

+ Supervises assigned staff and contractors staff under the direction of the Deputy Administrator;

+ Determines methods, type of materials, supplies, machinery, equipment, and tools necessary for all construction projects;

+ Provides assistance to the Senior Vice President of Facilities in new construction, refurbishing, and remodeling of all facilities owned and/or operated by WestCare and all related entities;

+ Plans and manages the facility operation budgets;

+ Interprets and implements management policies and directives to ensure that the Foundations operational and business goals are achieved;

+ Solicits and reviews responses to RFPs; making recommendations to the SVP of Facilities regarding proposals;

+ Identifies and collects pertinent data for analysis and creates statistical spreadsheets and reports relating to special projects;

+ Respond to concerns regarding facilities maintenance and safety issues by developing action plans and making recommendations;

+ Prepares and submits reports concerning compliance with State and Federal safety regulations, fire codes, employee safety training, and facility maintenance;

+ Makes regular site visits to assigned WestCare facilities, including local, regional, and out-of-state locations;

+ Attends all necessary meetings and trainings to gather information needed to satisfy WestCare facility needs;

+ Develops and maintains all appropriate files, records, and documents;

+ Maintains compliance with all lease and contractual expectations in relation to facility operations;

+ Works harmoniously with WestCare Foundation parties, including Finance, Human Resources, Professional Services, Office of the General Counsel, etc.;

+ Embrace and embodies the mission, vision, guiding principles, clinical vision, and goals of WestCare Foundation;

+ Performs all other duties as assigned.

Qualifications

Essential Qualifications:

+ Construction Manager (CCM) or similar certification preferred, but not required;

+ Valid drivers license and ability to obtain and maintain WestCares vehicle insurance is required.

Education:

+ Bachelors Degree in architectural design and/or knowledge of architectural design and engineering for construction industry or an equivalent combination of technical training and experience preferred;

Experience and Competencies:

+ At least two (2) years experience in a comparable role required;

+ Ability to work independently and as part of a team required;

+ Ability to exercise good judgment and discretion required;

+ Knowledge of building, fire, and safety codes and regulations required;

+ Ability to review and determine maintenance necessary to maintain safe facilities required;

+ Ability to be aware of and adhere to specific timeframes and time limitations required;

+ The ability to conceptualize Quality Improvement Plans and put them into operation required;

+ Adherence to the highest standard of ethical conduct, especially to standards governing confidentiality required;

+ Knowledge of architectural and engineering required;

Working Conditions:

+ Possible exposure to fumes, dust, wet/damp surfaces, and extreme hot and cold conditions;

+ Possible need to climb ladders, work on uneven terrain, and inspect and work in confined spaces;

+ Possible exposure to hazardous chemicals;

+ Extensive travel - local, regional, and out-of-state including overnight stays;

+ A minimum of 40 hours per week are expected but significantly more hours will be required from time to time. Completion of job duties may require working before and after normal working hours. Regular attendance is required. Being able to work as many hours as is necessary to complete job tasks is a required and essential duty of this position.

Physical Demands:

+ Requires mobility and physical activity: Having an adequate range of body motion and mobility, including frequent standing, and walking (even and uneven surfaces), sitting for extended periods of time, bending, twisting, reaching, balancing, occasional lifting and carrying over 100 pounds. Occasional need to bend/squat, crawl, climb, reach above shoulder, crouch, kneel, push, pull, climb ladders, and inspect confined places. Requires the ability to use manual and power operated tools, and test equipment. Requires the ability to operate a motor vehicle.

+ Requires talking: Expressing or exchanging ideas by means of the spoken word. Talking is required to impart oral information to employees, clients, patients, and the public, and in those activities in which the employee is required to convey detailed or important spoken instructions to others accurately, loudly, or quickly.

+ Requires hearing: Hearing is required to receive and communicate detailed information through oral communication.

+ Requires seeing: Clarity of vision at 20 inches or less and at distance. This factor is required to complete paperwork for many of the employees essential job functions and to observe client behavior and activities in and out of the facility.

+ The normal work routine involves no exposure to human blood, body fluids or tissues. However, exposure or potential exposure may be required as a condition of employment. Appropriate personal protective equipment will be readily available to every employee.

Mental Demands:

+ Requires the ability to collect and analyze complex numerical and written data and verbal information to reach logical conclusions.

+ Requires the ability to work and cooperate with clients, co-workers, managers, the public and employees at all levels in order to exchange ideas, information, instructions and opinions.

+ Requires the ability to work under stress and in emotionally charged settings.

+ Requires the ability to work under time deadlines.

+ The ability to defend oneself and clients in mentally/verbally abusive situations through the use of approved mental/verbal de-escalation techniques.
