Job Description Summary:

The Facilities Maintenance Supervisor working with limited supervision, is an important role within the Facilities & Fleet Department for the City of Boulder which focuses on operational excellence in delivering service to the departments stakeholders. This position reports to the Facilities Maintenance Manager. The Supervisor collaborates with the Facilities Maintenance Manager to ensure city facilities are maintained well as established in the Facilities Master Plan.

Job Description:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Supervision of Staff and Maintenance for City Facilities

  • D irects assigned staff in the performance of approved general maintenance .

  • Oversees the quality, cost, duration, and thoroughness of all work in the Operations Maintenance workgroup.

  • Develops maintenance procedures and schedules.

  • Oversees and coordinate s the in-house technicians and contractors who maintain and repair HVAC, electrical, plumbing, and other building systems.

  • Supervises and overs ees in-house Facilities M aintenance T echnicians , including a Facilities M aintenance Technician L ead .

  • Communicates with customers and vendors/contractors in a clear and professional manner.

  • Assists in d evelop ing and and manag ing the annual operational budgets.

  • Responds to emergency situations as assigned in city and departmental emergency response procedures. Coordinates response of maintenance staff and contractors to complete repairs to city facilities in compliance with the Boulder Revised Code.

Contractor/Vendor Management

  • A ssist s with RFP/RFQ development and vendor selection in accordance with City of Boulder procurement policies.

  • Collaborates with contractors to periodically review the scope of work to ensure alignment with best management practices and works with the vendor/contractor to correct any performance deficiencies.

  • Ensures purchase orders are created when required by City of Boulder procurement policies. This includes soliciting proposals from vendors/contractors and collaborating with the Financial Support Team to create purchase orders.

Supervision of the Computerized Maintenance Management System (CMMS)

  • Manages the necessary processes for the proper operation and use of the CMMS by the Operations Maintenance team .

  • Establish es key performance indicators (KPI) for the maintenance team and utiliz es the CMMS to track performance against the KPIs.

  • Periodically perform audits of work order status and backlog.

Physical Security of City Facilities

  • Assist in o versight of the key program .

  • Assisting in the e valuation of physical security needs for all City facilities .

  • Collaborate with the Facilities Projects team where needed to employ physical security for projects and integrating hardware installed during the project into the existing enterprise system.

  • Ability to keep stakeholders informed of progress and timelines .

  • Knowledge of commercial buildings and their associated systems. This includes best practices for maintenance and operations of commercial facilities.

  • Valid Driver's License and ability to maintain acceptable driving record.

  • Have and maintain acceptable background information, including criminal conviction history.

  • Must be able to pass and maintain at least a level one Criminal Justice information System (CJIS) Certification.

PREFERRED QUALIFICATIONS

  • Internal Facility Management Association ( IFMA ) Certified Facility Manager ( CFM ) or Sustainability Facility Professional ( SFP ) certification .

  • Two (2) years e mployee relations experience in a union environment.

  • At least one (1) year experience with data analytics

REQUIRED EDUCATION AND EXPERIENCE

  • Associate s degree in Facilities Management or related field

  • Three (3) or more years experience in general building maintenance.

  • Two (2 ) years in a maintenance or operations supervisor or lead role that included significant employee relations experience .

  • Two (2 ) years experience developing and coaching employees .

  • Minimum of two (2) years working wi th a Computerized Maintenance Management System (CMMS).

  • At least one (1) year experience with multiple software platforms (Building Automation, Lighting Control, Access Control, Financial software, etc.)

Supervision Exercised : Facilities Maintenance Technicians, Facilities Maintenance HVAC Technicians, Facilities Maintenance Technician Lead

WORKING CONDITIONS AND REQUIREMENTS

  • Physical and Mental Effort: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Ability to lift and carry materials up to 50 lbs. Sufficient personal mobility and physical reflexes, which permits the employee to walk, kneel, and climb while performing field inspections and operations . Work may include extended periods of time viewing a computer video monitor and/ or operating a keyboard. Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions. Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents.

  • Work Environment: Works primarily in a clean, comfortable environment. Works in a setting subject to continuous interruptions and background noises. Willingness and ability to work alternate shift schedules, irregular hours, extended shift hours, weekends, evenings, holidays, stand-by rotation and/or emergencies as required

  • Machines and Equipment Used: Frequently uses standard office equipment including computers, telephones, calculators and copy/fax machines.
