Florence is a full-service community offering police, fire, paramedic, water, sewer, public services, recreation, and administrative support services.

We are seeking an experienced Project Manager to lead the Transportation Improvement District (TID) in delivering transformative infrastructure projects that enhance regional connectivity, fuel economic development, and improve traffic safety. About the Role:

The Project Manager of the Transportation Improvement District (TID) serves as the administrative and strategic manager, responsible for steering the TID's mission to deliver transportation infrastructure projects that align with regional economic growth, prioritize safety and improved congestion, and enhance connectivity between major roads, neighborhoods, and commercial areas. This role demands expertise in project management, stakeholder engagement, financial oversight, and regulatory compliance. The Project Manager will ensure the TID operates as a cohesive entity across jurisdictional boundaries, leveraging partnerships and funding opportunities to maximize impact.

Responsibilities and Duties:

  1. Strategic Leadership and Operational Oversight
  • Develop and implement the TID's strategic vision, ensuring alignment with local and regional comprehensive plans (e.g., land use frameworks, transportation master plans).
  • Oversee day-to-day operations, including contracted services, resource allocation, and performance metrics, while fostering a culture of accountability and innovation.
  • Coordinate with municipal, county, state, and federal agencies to harmonize project priorities.
  1. Stakeholder Engagement and Public Communication
  • Facilitate collaboration among diverse stakeholders, including property owners, businesses, community organizations, and elected officials, to build consensus on project objectives.
  • Organize and lead public hearings, ensuring transparency and community input during project selection and design phases.
  • Serve as the primary liaison between the TID and external entities, such as state departments of transportation and federal grant agencies.
  1. Financial Management and Grant Compliance
  • Prepare and manage the TID's annual budget, ensuring fiscal responsibility and adherence to auditing standards.
  • Identify and pursue grant opportunities, overseeing the end-to-end grant lifecycle-from research and application to compliance reporting.
  • Monitor subcontractor expenditures and cost-sharing agreements, implementing corrective actions for budgetary deviations.
  1. Board Governance and Policy Implementation
  • Provide guidance to the TID Board of Directors, ensuring adherence to governance policies such as strategic focus, ethical standards, and fiscal oversight.
  • Prepare board meeting agendas, briefing materials, and decision memos, synthesizing technical data into actionable recommendations.
  • Implement board directives, such as policy updates or procedural reforms, to enhance operational efficiency.
  1. Project Development and Public-Private Partnerships (P3s)
  • Spearhead feasibility studies for high-priority projects, such as highway interchanges, freight corridors, or intelligent transportation systems.
  • Participate in negotiating P3 agreements to leverage private-sector investment, balancing risk allocation and public benefit.
  • Supervise contracted services, including legal counsel, engineering firms, and financial advisors, to ensure deliverables meet quality and timeline benchmarks.
  1. Regulatory and Legislative Compliance
  • Ensure compliance with federal, state, and local regulations, including environmental reviews, procurement guidelines, and civil rights mandates.
  • Track legislative changes impacting transportation funding or district authority, adapting operational strategies accordingly.
  • Maintain records for audits and public records requests, demonstrating accountability in fund utilization.
  1. Reporting and Intergovernmental Coordination
  • Deliver quarterly updates to the Florence City Council, highlighting project milestones, financial status, and emerging challenges.
  • Collaborate with regional planning organizations to align TID initiatives with broader transportation networks when necessary.

Knowledge, Skills, and Abilities Required:

  • Proven ability to conduct thorough research and prepare comprehensive reports.
  • Broad knowledge of local government functions and operations.
  • Familiarity with modern office practices, procedures, and equipment.
  • Advanced proficiency in business math, grammar, spelling, and punctuation.
  • Demonstrated expertise in financial software, GIS platforms, and project management tools.
  • Successful track record in securing and managing federal/state grants and public-private partnership (P3) agreements.
  • Strong public speaking skills and the ability to build consensus across politically diverse stakeholders.
  • Deep understanding of transportation funding mechanisms and infrastructure planning.
  • Working knowledge of relevant state and federal regulations.
  • Awareness of emerging trends including electric vehicle infrastructure, smart city technologies, and climate-resilient design.

Special Requirements:

  • Valid Driver's License and maintain insurability to operate City vehicles.
  • Must be bondable.
  • Must possess considerable knowledge of appropriate safety measures pertinent to the Department's operations.

Education and Experience Requirements:

  • Bachelor's degree in Urban Planning, Civil Engineering, Public Administration, or a related field.
  • 10 years of progressive experience in transportation planning, public infrastructure management, or governmental administration, which provides the knowledge, skills, and abilities to effectively perform the duties of the position.

Preferred Requirements:

  • Professional certifications: PMP (Project Management Professional), PTOE (Professional Traffic Operations Engineer), or AICP (American Institute of Certified Planners). These are preferred but not required for employment.

Physical Demands and Work Environment:

  • This role primarily involves office-based work, including prolonged periods of sitting, computer use, and occasionally lifting or moving objects weighing up to 50 pounds.
  • The work environment may occasionally include proximity to moving mechanical equipment and exposure to outdoor weather conditions.
