2025 Salary Range is $39.36 - $50.93 per hour, or $81,865.67 - $105,929.87 annually.

The first review of applications will begin the week of July 28, 2025.

  • Manage the City's right-of-way management ordinance. Duties include application reviews and on-site field inspections.
  • Manage building permit applications relating to engineering. Duties include reviewing Certificates of Survey and as-built Certificates of Survey for conformance to approved grading plans.
  • Manage collection of traffic data. Duties include programming, installing and removing traffic tubes and counters.
  • Review and maintain as-built record plans of municipal improvement projects and developer-installed public improvement projects.
  • Prepare engineering review of private land development projects including subdivisions, plats and other planning actions, for conformance with City Code, City Subdivision and Zoning Ordinances, and Comprehensive Plans. Duties include meeting attendance, reviewing engineering plans, preparing written memos and communicating issues to the consultant engineer.
  • Review construction plans and specifications of developer-installed public improvements including grading, drainage and erosion control, sanitary sewer, water distribution, street and storm sewer for conformance with City standard specifications and policies.
  • Assist in delivering municipal improvement projects. Duties include preparing cost estimates, permits, engineering plans, specifications and construction contract documents.
  • Observe construction of municipal improvement projects and developer-installed public improvement projects for conformance with engineering plans and specifications, and construction and safety standards. Duties include meeting attendance, field inspections, record keeping and documentation, measuring and tracking quantities, interacting with contractors, City staff, government agencies and the public, coordinating final inspection/acceptance and communicating issues to the Assistant City Engineer.
  • Prepare Municipal State Aid and Minnesota Department of Transportation reporting requirements (Certification of Mileage, Needs Update, System Revisions).
  • Respond to requests from the public for information relating to grading and drainage, public improvement projects, traffic and other engineering related issues.
  • Serve as liaison to private utility companies.
  • Miscellaneous duties and responsibilities as apparent or assigned, including but not limited to attending neighborhood meetings, planning commission meetings and other public engagement events.

Knolwedge/Skills/Abilities

  • Establish and maintain effective working relationships with City staff, specifically planning, public works and finance departments, contractors, developers, consultants, and public agencies.
  • Knowledge of the principles and practices of civil engineering.
  • Ability to work independently, prioritize tasks and complete work accurately on a timely basis.
  • Ability to organize and communicate civil engineering ideas and concepts clearly, both verbally and in writing.
  • Proficient in Microsoft Office programs (Excel, Word and PowerPoint).
  • Ability to work outdoors in all weather conditions and various terrains associated with construction projects.

Physical Requirements and Working Conditions

  • This work requires the occasional exertion of up to 10 pounds of force;
  • Work regularly requires speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires sitting and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms and pushing or pulling;
  • Work has standard vision requirements;
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly;
  • Hearing is required to perceive information at normal spoken word levels;
  • Work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities;
  • Work frequently requires exposure to outdoor weather conditions and occasionally requires wet, humid conditions (non- weather), working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather), exposure to the risk of electrical shock, exposure to vibration and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment;
  • Work is generally in a moderately noisy location (e.g. business office, light traffic).
  • Bachelor's Degree in civil engineering from an accredited engineering degree program.
  • Successful completion of the Fundamentals of Engineering (FE) exam or the ability to obtain within six months of hire.
  • One year of progressively responsible professional experience in civil engineering or related field.
  • Experience with engineering and design software (AutoCAD Civil 3D), GIS mapping software (ArcGIS), construction software (Bluebeam), asset management software (Cartegraph) and survey equipment/techniques (GPS) preferred.
  • Valid driver's license.

Desired Qualifications

  • Previous internship experience or municipal government experience preferred.
