DISTINGUISHING CHARACTERISTICS :
This job class is a supervisory level classification that assists in operations and maintenance of the water and sewer systems for the City. It is distinguished from the Superintendent in that the latter is a management level classification responsible for operations. ESSENTIAL FUNCTIONS :

Factors such as regular attendance on the job are not routinely listed in the job descriptions but are an essential function. Essential duties and responsibilities may include, but not limited to:
- Assists in the development and implementation of goals, objectives, policies, procedures and work standards for the department; assists in the preparation and administration of the department's budget.
- Participates in selection of staff; plans, organizes, administers, reviews and evaluates the activities of assigned staff; trains staff in work processes and procedures; assists in review and documentation of incidents and injuries involving staff and equipment.
- Ensures that safe work practices and procedures are followed and that appropriate safety equipment is utilized; conducts safety meetings.
- Assists in supervision of staff and operations activities of water distribution and sewer activities and programs; inspects completed work and work sites to verify proper work methods, techniques and safety practices; oversees processes, resource needs, recommendations for improvements and expansions, administers policies and procedures.
- Assists with data collection and analysis from Geographic Information Systems (GIS) and Supervisory Control and Data Acquisition (SCADA) database.
- Responsible for scheduling citywide backflow and water meter testing.
- Assists with planning, and implementation of construction, maintenance, and operations activities designed to provide water and sewer service for the City; oversees construction and maintenance work to determine acceptability and conformance to standards; monitors, implements and ensures compliance with pertinent federal, state and local laws, codes, and ordinances.
- Performs complex duties and provides technical assistance to crews.
- Identify maintenance issues and plan maintenance solutions; develop schedules for maintenance and repair of department equipment, stations, and infrastructure.
- Inspects and supervises the repair of water wells, chlorine machines, water and sewer booster pumping stations, water tanks, meters, and sewer system at frequent intervals to ensure that all aspects of the system are functioning properly; ensures water sampling is conducted as required.
- Responds to and resolves emergencies, inquiries and complaints; recommends and implements corrective action.
- Ensures necessary materials, supplies, and equipment are available by maintaining an inventory of parts and materials and obtaining necessary parts, tools, and supplies.
- Coordinate department projects with local and regional agencies, contractors, utilities and ensure public notification.
- Provides assistance to other City departments and outside agencies as required.
- Ensures the safe handling and inventory of hazardous chemicals.
- Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
- Demonstrates courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.

Education and Experience:
- High School Diploma/GED supplemented by technical course work in a construction, maintenance or a related field; AND
- Three (3) years of journey level experience in water distribution and sewer collection operations;
- OR an equivalent combination of education, training and experience.
Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.
- Nevada Class B Commercial Drivers License with Hazmat and Tanker endorsement, within 6 months of employment.
- Nevada Grade 3 Water Distribution Certificate, and ability to obtain Nevada Grade 4 Water Distribution Certificate within one year of employment.

Work is performed in an office and a field setting.
Work is subject to performance under exposure to environmental conditions, frequent travel, hazardous chemicals, pinch points, moving objects, slippery surfaces, fumes, gasses, noxious odors, electrical currents, dust, biohazards, vibration, intense noise and in confined spaces. Frequent interruptions to planned work activities occur.
