JOB DESCRIPTION:
The Public Works Operations Supervisor leads and manages daily operations across water, streets, stormwater, parks, and city facilities. Oversees all Operations Technicians, develops schedules, assigns work, evaluates performance, and ensures compliance with safety, operational, and regulatory standards. Coordinates resources and staff across service areas, supports emergency response efforts, assists with ROW management and inspections, various engineering tasks, and plays a key role in implementing work plans, training programs, and asset management systems.
SUPERVISION RECEIVED AND EXERCISED:
Reports directly to the Public Works Director and works closely with other City departments, staff, and the Citys contracted City Engineer. Directly supervises Operations Technicians and may provide direction to contractors, vendors, and temporary or seasonal staff as needed.
ESSENTIAL JOB FUNCTIONS:

Direct and coordinate crew activities for all Operations Technicians and Lead staff
Serve as the primary point of contact for citizen inquiries; ensure timely, professional response and documentation of all public interactions
Schedule and oversee routine and emergency maintenance activities
Monitor performance and provide regular feedback and evaluations
Train and mentor field staff to support skill development and safe practices
Operate and support asset management tools, SCADA, GIS, and digital work order systems; document and track work activities and modify plans or assignments as needed
Assist in inspections, ROW management, utility reviews, and other engineering tasks in coordination with the Public Works Director and City Engineer
Coordinate and monitor small contracts and vendor services to ensure alignment with city objectives
Support the development of the annual operations budget by recommending preferred spending priorities for staffing, materials, and equipment.
MINIMUM QUALIFICATIONS:
High school diploma or GED Preferred: At least five (5) years of experience in construction, utility operations, or related public works functions, with two (2) years in a lead or supervisory role
Valid Oregon drivers license and safe driving record
Strong understanding of field operations, safety procedures, and construction practices
Ability to read construction drawings, utility maps, and technical documents
Experience using asset management platforms, GIS, SCADA, or utility tracking software
Any equivalent combination of education and experience that demonstrates required knowledge, skills, and abilities
DESIRABLE QUALIFICATIONS:

Water Distribution Operator II Certification
The following certifications are preferred at the time of hire and required within 2 years of hire :
Traffic Control/Flagger Certification
Confined Space Entry Certification
Water Distribution Operator I Certification
Cross Connection Specialist Certification
Competent Person (Excavation Safety)
Pesticide Applicator License
First Aid/CPR Certification
Commercial Drivers License (CDL)
PHYSICAL DEMANDS OF POSITION:
While performing the duties of this position, the employee is frequently required to stand, sit, bend, kneel, stoop, communicate, reach, and manipulate objects, tools, or controls. This position requires mobility in all types of terrain. Duties are physically demanding requiring the movement of materials weighing up to 70 pounds unassisted. Duties require regular use of hand tools, jackhammer, chainsaw, shovels, and operation of light and medium duty equipment. Activity and types of duties performed require sustained manual coordination and dexterity.
WORKING CONDITIONS:
This is a working supervisor position, combining field leadership with office-based coordination and oversight. Duties are performed both outdoors and indoors. Field work occurs year-round in all weather conditions and terrain, with exposure to noise, moving equipment, chemicals, and other job-related hazards. Work may occasionally involve confined spaces, heights, or proximity to mechanical and electrical systems. Office time is focused on planning, scheduling, coordination, and documentation.
The position participates in the Citys 24-hour emergency response rotation and will be on call for one-week periods. Flexible scheduling may be used to meet operational needs while supporting reasonable adjustments to employee work hours.
