The City of Fayetteville is currently recruiting for a Project & Contract Manager in the Construction Division of the City Manager's Office to direct the management and oversight of City construction projects, including project pre-planning, scheduling, deadlines, and budgeting; manage the design, construction, and close-out of a wide variety of projects; oversee and manage staff; and provide responsible and complex staff support to the City Manager's Office.
- Direct, manage, and oversee City construction projects; monitor project deadlines and budgets.
- Assist in the definition of project scope and objective, involve all relevant stakeholders and ensure technical feasibility.
- Participate in the development and preparation of plans, specifications and cost estimates for proposed and public improvement projects.
- Assist with the selection, negotiation and management of professional service contracts; monitor contract compliance and status; inspect worksites to ensure progress and compliance.
- Measure project performance using appropriate tools and techniques, create and maintain comprehensive project documentation; analyze the successful completion of short and long-term goals; report and escalate to management as needed.
- Manage changes to project scope, project schedule and project costs using appropriate verification techniques.
- Coordinate internal resources and third parties for efficient execution of projects; ensure resource availability and allocation.
- Compose, evaluate and review plans, specifications, designs and related documents, technical reports and letters, proposals, reports and studies.
- Plan, prioritize, assign, supervise and review the work of staff responsible for providing technical services within the Division; recommend goals, objectives, and practices for providing effective and efficient services.
- Participate in the selection and evaluation of lower level staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
- Participate in the development of an assigned program for the Division's annual budget; forecast additional funds needed for staffing, equipment, materials, and supplies; monitor expenditures; implement adjustments as necessary.
- Provide technical assistance to the Division staff; provide hands-on training for technical staff as required.
- Collect and process site data; assist with designing and revising various projects including plats, specifications, instructions to surveyors and drawings; draw a variety of plans including roads, drainage structures and municipal facilities.
- Oversee and participate in the transfer of existing condition field notes to drawings.

Experience :
Eight years of increasingly responsible experience in civil engineering, contract management or construction project management. Grant management experience preferred.
Training :
Equivalent to a Bachelor's degree in project management, construction management, civil engineering, public administration, business administration or a related field.
LICENSING & CERTIFICATIONS:
Required :
None.
Preferred :
Project Management Professional (PMP).
