POSITION: Safety/Risk Manager, Title VI / Non-Discrimination Coordinator, ADA Coordinator

Incumbent serves in the appointed position of Safety/ Risk Manager, Title VI / Non-Discrimination, and ADA Coordinator for the Safety & Risk Management Department, responsible for ensuring Countys compliance with Federal, state, and local laws, and providing the development / maintenance of plans for risk mitigation for the Hamilton County Board ofCommissioners.
DUTIES:
Supervises and directs assigned personnel, including interviewing applicants, making hiring recommendations, delegating work assignments, evaluating performance, and maintaining discipline. Serves as a recognized expert within a specialty area and provides technical assistance to fellow departments;
Serves as liaison for the County Commissioners, facilitating communication with other County officials, employees, the public, insurance agents, third-party administrator (TPA), select vendors, and medical facilities on topics relevant to the Safety & Risk Management Department, responsible for providing appropriate response based on evaluation of individual situation;
Develops, implements, manages, and enforces related programs, polices, and procedures in accordance with, but not limited to: Indiana Occupational Safety & Health Administration (IOSHA), Department of Transportation (DOT), Federal Motor Carrier Safety Administration (FMCSA), Indiana State Department of Health (ISDH), American with Disabilities Act (ADA), Section 504 of the Rehabilitation Act of 1973, Indiana Workers Compensation Act, Title VI of the Civil Rights Act of 1964, universally accepted safety principles and practices, and other applicable local, state, and federal laws to ensure ongoing compliance;
Coordinates all County workers compensation and general liability claims (e.g., property damage, vehicle incidents, citizens injury) in their entirety, which includes claim intake, investigation, submittal, and ongoing follow-up to ensure total claim resolution. Responsible for claim file maintenance and retention, and for providing recommendations to eliminate / minimize future losses and/or prevent future injury;
Develops, plans, and provides support to various Countywide safety initiatives to improve safety for County employees, volunteers, and visitors while in County facilities or participating in County related activities. Serves as a subject-matter expert for all departments helping them comply with relevant safety standards; provides consultation, guidance and technical assistance on matters related to workplace safety, including assisting with the identification of department-specific safety trainings that are required and during the development of relevant department specific policies in order to minimize or eliminate hazards and maintain consistency with County safety policy;
Serves as the Title VI/ Non-discrimination Coordinator, responsible for the administration and implementation of the Countys Title VI / Non-Discrimination Plan and policy and for initiating, monitoring, and ensuring ongoing compliance with Title VI requirements. Accountable for investigating all formal / informal grievances received by the County, and for ensuring appropriate response / resolution is provided;
Serves as the ADA Coordinator, responsible for the maintenance, administration, and implementation of the Countys ADA Transition Plan, established grievance procedure, and for ensuring ongoing compliance with Title II of the Americans with Disabilities Act (ADA) and Section 504 of the Rehabilitation Act of 1973. Accountable for investigating all formal / informal grievances received by the County, and for ensuring appropriate response / resolution is provided;
Reviews and evaluates driving records of applicants seeking County employment in driving positions, determines if applicants qualify for employment in such positions.
Formulates, conducts coordinates and/or assigns training sessions covering various topics including, but not limited to, safety related policies / procedures, weekly new employee safety orientation, OSHA related topics, ADA, Title VI, COI, or DOT. Methods of instruction may include individual coaching, group instruction, self-study, on-the-job training, simulations, demonstrations, group discussion, virtual learning, or eLearning options. Incumbent is responsible for maintaining training records of sessions conducted, and for also maintaining the learning management system used to deliver related e-learnings;
Maintains OSHA 300 logs for the entire County in order to record work-related injuries/illness and comply with OSHAs Recordkeeping Rule;
Works in conjunction with Human Resource (HR) functional areas when legal /compliance issues are identified and assists with the development of training programs for Department Heads and/or Elected Officials and employees to address those needs.
Maintains, as part of the Hazardous Communication Program, the master hazardous chemicals list and MSDS e-services. Periodically inspects facilities for unauthorized hazardous chemicals.
Conducts formalized inspections of job sites, building facilities, equipment, and vehicles, for compliance with safety laws, rules, regulations, and ergonomics standards; makes recommendations to correct unsafe conditions;
Develops, maintains, and administers both the Countys post-accident Drug/Alcohol testing program, and the immunization program;
Chairs and coordinates County Safety Committee. Committee responsibilities include reviewing all incidents involving employee accidents and injuries and make recommendations to the Commissioners and Council regarding unsafe conditions. The committee also addresses other safety-related issues, including policies, procedures, and equipment;
Chairs the Countys Certificate of Insurance Advisory Committee. Committee responsibilities include evaluating vendor override requests, providing written recommendation to the Board of Commissioners, developing all associated processes / procedures, Department Head and/or Elected Official training, and providing monitoring / providing recommendations to the Board of Commissioners on any needed policy changes;
Monitors and assists in the enforcement of DOT and FMCSA regulations to ensure compliance. Responsibilities included maintaining internal driver qualification files (DQFs), new driver onboarding collecting required DOT documents, arranging random drug testing, collecting updated physicals / licenses, and requesting annual MVRs. Primary contact for the Countys National Transportation Provider, providing information as requested to ensure DQFs continually meet FMCSA regulations.
Supports Countys efforts during unforeseen emergencies, helping to manage the increased workload created by the COVID-19 Pandemic or other future county / community emergencies that arise impacting County operations.
Observes the activities of sub-contractors and others as applicable to county operations on county property and in the public right-of-way to ensure compliance with applicable guidelines, as well a safe environment is maintained;
Attends meetings, seminars, and training sessions to acquire knowledge and information of new procedures and regulations.
Performs other related duties as assigned.
I. JOB REQUIREMENTS :
Bachelors degree in Risk / Safety Management, Human Resources, Business or Public Administration or closely related field, and a minimum of two years of relevant professional work experience, or equivalent combination of education and experience.
Ability to read and interpret detailed prints/sketches/specifications and various technical reference manuals and prepare detailed reports as required.
Ability to prepare and conduct effective safety training seminars.
Working knowledge of medical terminology and standard English grammar, spelling, and punctuation, and ability to effectively communicate orally and in writing with co-workers, other County departments, vendors, Commissioners, business proprietors, state inspectors, and public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.
Working knowledge of OSHA policies, procedures, and legal requirements, and safety issues, and ability to apply such knowledge in providing information, training, and technical assistance to County employees as required.
Ability to perform relevant arithmetic calculations, and properly operate standard office equipment, such as computer, printer, calculator, fax machine, copier, and telephone.
Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons.
Ability to comply with all employer/department personnel policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
Ability to accurately record information and maintain records.
Ability to provide public access to or maintain confidentiality of department information/records according to state requirements.
Ability to work alone and with others in a team environment and maintain appropriate, respectful interrelationships with co-workers.
Ability to work on several tasks at the same time, often under time pressure, and complete assignments effectively amidst frequent distractions and interruptions.
Ability to occasionally work extended, evening and/or weekend hours, and occasionally travel out of town for training and meetings, sometimes overnight.
Possession of a valid Indiana drivers license and demonstrated safe driving record.
As a result of the duties associated with this job, there is the potential of becoming exposed to blood borne pathogens and other potentially infectious diseases. To safeguard employees and eliminate the liability placed on Hamilton County, employees working in this position shall begin the three shot Hepatitis B vaccination and subsequent training within 10 days of their initial job assignment per OSHA 29 CFR 1910.1030(f)(2)(i). The initial and two subsequent vaccinations shall be administered by the Hamilton County Health Department and free of charge to the employee. If the employee has previously received the three shot Hepatitis B vaccination, official documentation must be provided to the supervisor identifying the dates in which each shot was appropriately administered. A Temporary Medical Declination may be made for a period of up to six months. A Declination form must be completed, outlining the medical reasons for the temporary declination and forwarded to the Safety & Risk Manager. Employees temporarily declining the vaccine are prohibited from performing any duties in which they may be exposed to a blood borne pathogen or other potentially infectious disease until they are able to begin/continue the series of vaccinations. Failure to comply will result in termination of employment.
II. DIFFICULTY OF WORK:
Incumbents duties are broad in scope and of substantial intricacy, involving many variables and considerations. Incumbent performs according to the County Commissioners guidelines and technical references, exercising independent judgment in selecting and applying appropriate standards to individual cases.
III. RESPONSIBILITY :
Incumbent applies standardized practices to individual situations, with departures from guidelines and instructions discussed with supervisor at incumbents discretion. Incumbent receives advisory direction from the Board of County Commissioners Board, with work reviewed primarily for effect on goals and objectives.
IV. PERSONAL WORK RELATIONSHIPS :
Incumbent communications frequently with co-workers, other County departments, vendors, County Commissioners, business proprietor, state inspectors, and the public for purposes of exchanging information, interpreting/explaining regulations, policies and procedures, resolving safety compliance problems.
Incumbent reports directly to Board of County Commissioners. The Director of Administration serves as the point of contact during normal work hours.
V. PHYSICAL EFFORT AND WORK ENVIRONMENT :
Incumbent performs duties in a standard office environment and occasionally outdoors, involving sitting and walking at will, walking on uneven terrain, lifting/carrying/pushing/pulling objects weighing up to 50 pounds, bending/kneeling/crouching, and near and far vision. Incumbent is frequently exposed to normal hazards of working outdoors such as inclement weather, and is exposed to potentially dangerous chemicals. Incumbent occasionally works extended, evening and/or weekend hours, and occasionally travels out of town for training and meetings, sometimes overnight.
