Members of the Water Operations Group are responsible for performing a variety of technical duties to support and ensure property operation of the Towns portable water production and distribution systems and may perform duties related to the operation, maintenance, and repair of other utilities systems, as necessary. All classifications in this group must be able to perform the essential functions below. The difference between classifications are the level of mastery of the essential functions, the degree of supervision required when performing these functions, certification acquired, and the amount of lead direction provided to others. The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only are presentative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
- Operates the water distribution and treatment systems.
- Assigns, evaluates, and supervises the work of a crew of water maintenance workers performing water distribution utility duties; ensure completion of assigned duties for appropriate quality and timeliness.
- Writes and conducts formal performance appraisals; participate in a variety of personnel actions including hiring, counseling, training, promotion, discipline, and termination.
- Interrelates effectively and diplomatically in all areas of employee relations, always projecting a professional image in keeping with the Divisions goals and objectives while exercising the highest degree of confidentiality.
- Attends and participates in professional group meetings; stays abreast of new trends and innovations in the utility/field maintenance; directs the incorporation of new developments into program areas, as appropriate.
- Assists in the administration of reactive and preventative maintenance activities for the water distribution utility system.
- Coordinates and schedules routine maintenance and daily work duties of the water distribution system; maintains computerized records of maintenance scheduled and completed.
- Oversees detailed inspection, repairs, installation of water distribution system using equipment, tools, and techniques; ensures maintenance of logs and records of inspections conducted.
- Directs and participates in maintenance of the water distribution system including repair of water mains, fire hydrants, valves and water service lines and performance of cement repair and patch work; obtains necessary supplies and equipment needed by work crews.
- Evaluates job sites and determine personnel, equipment, and material needs; requisitions needed materials and supplies; communicates with appropriate personnel regarding field conditions while work is in progress.
- Performs routine to complex tasks associated with utilities equipment. This includes lubrication; cleaning; adjustment of pumps, valves, and fluid levels; and recording and logging test results, gauge readings and observed conditions.
- Exercising distribution system valves and fire hydrants.
- Monitors water quality and collects flow data, collects samples of water for lab analysis; performs routine tests on samples; adheres to chain of custody protocols and ADEQ sampling requirements.
- Operates, maintains, and troubleshoots chlorine generation, and injections systems; records chlorine residuals throughout the system and ensures they are maintained within acceptable levels.
- Inspects and ensures proper operation of equipment, reads meters, gauges, and instruments; reports and records any failures or operating difficulties.
- Locates and marks underground water, wastewater, and storm drainage infrastructure for blue stake calls.
- Assists with customer service requests and provides excellent customer service; responds to questions and complaints from the public.
- Monitors system conditions and makes process control adjustments using computer and SCADA systems.
- Organizes work assignments and sets priorities.
- Prepares and maintains records of work performed and materials used.
- Responds to emergency callouts and resides within 30 minutes response time to central operations facility.
- Checks job sites for potential hazards; ensures appropriate traffic control; understands and adheres to all applicable safety rules, regulations, practices, or procedures.
- Contributes to efficiency and effectiveness of the departments service to its customers by offering suggestions and directing or participating as an active member of a team.
- Performs routine and preventative maintenance of vehicles and equipment. Assists with major equipment maintenance and repairs as needed.
- Performs and/or assists with construction and repair work and operates construction equipment, as necessary.
- Performs and/or assists with work on all utility systems and related equipment, as necessary.
- Represents the Town with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.
- Must possess a valid Commercial Drivers License issued by the State of Arizona.

- Techniques for concrete installation and electrical installation used in and around well houses, booster stations and storage facilities.
- Must have strong working knowledge of confined spaces entry, trench safety, and working from extreme heights.
- Safe work methods, and safety regulations pertaining to the work.
- Record keeping practices, both electronic and hard copy.
- Maintaining effective supervisory communication and work relationships with internal and external stakeholders.
- Identifying and resolving operational, technical, and procedural problems.
- Prepare clear written and verbal reports.
- Planning and determining priorities.
- Contributing to the accomplishment of work group goals, objectives, and activities.
- Safely and effectively using and maintaining hand tools, power tools, and heavy equipment related to the work.
- Operating utilities equipment, system, and infrastructure.
- Operating measurement tools, sampling equipment, and laboratory instrumentation.
- Operating and maintaining pumps, motors, valves, fire hydrants, air relief valves, PRVs and control systems.
- Performing general maintenance work, individually or as a member of a crew in various areas.
- Reading and interpreting plans, maps, and instructions.
- Using GIS and SCADA as applied to utilities systems.
- Understanding and following oral and written directions.
- Maintaining accurate records of work performed.
- High School diploma or GED equivalent.
- ADEQ Water Treatment or Distribution Operator Grade 2 or Grade 1 with minimum 5 years of experience. Continued employment is contingent upon all required licenses and certifications being maintained in active status without suspension or revocation.
