The Facility Professional Services (FPS) Division provides professional public works project management, energy efficiency and facility planning services to effectively meet the needs of its customers in support of their service to Washington.
About the Opportunity:
In this role within the Planning and Project Delivery (PPD) Program at DES Facility Professional Services division, you will manage the planning, design, and construction of complex, multidisciplinary facility improvement projects. Youll support senior-level staff and the PPD Program Manager while working closely with internal DES teams, client agencies, and divisional DES leadership to develop scopes of work, project schedules, design, cost estimates and construction administration. Your responsibilities will include coordinating and overseeing architectural and engineering design efforts, producing and reviewing detailed plans, studies, and reports, and monitoring project progress from initiation through closeout. Youll also provide technical guidance to a team of architects, engineers, project coordinators, facilities planners, and analysts, as well as potentially lead private consulting teams. A strong understanding of architecture, engineering, construction management, and public works laws is essential to ensure compliance with state codes, industry standards, and successful project delivery across the State Capitol Campus and other DES-managed properties. Some of What Youll Enjoy Doing Includes:
- Perform routine and periodic site visits to inspect buildings and facilities, and assist with punch lists, construction claims, and project closeouts.
- Support other project managers with inspections, issue resolution, and site visits as needed.
- Develop, review, and monitor scopes of work, schedules, and cost estimates for capital and minor works projects.
- Oversee all phases of project delivery, including planning, budgeting, design, permitting, procurement, construction, and closeout.
- Provide guidance to consultants and contractors on scopes, schedules, and cost management.
- Monitor project budgets and ensure expenditures stay within approved limits.
- Review and approve invoices, contract amendments, change orders, and field authorizations.
- Create and maintain communication plans, coordinating with internal teams, leadership, and external stakeholders.
- Provide technical guidance to the Long-Range Planning team in developing comprehensive asset-level business and operational spending plans.
- Ensure alignment and compliance of all planning efforts with the Master Plan, 10-Year Capital Plan, and other strategic implementation plans.
- Attend and contribute to agency and public meetings, prepare presentation materials, collaborate with internal teams, and foster positive relationships with officials, stakeholders, and the public.
- Other duties as needed.
- Bachelors degree with major study in architecture, engineering, or construction management from an accredited institution. NOTE : Qualifying related experience (as described in the next bullet point) may substitute this education requirement, year-for-year.
- Four (4) years of professional experience in architecture, engineering design, or facility construction.
- Comprehensive knowledge of architectural/engineering design, project and construction management, cost estimating, public procurement methods, and applicable codes, laws, and regulations.
- Strong leadership, stakeholder engagement, and customer service skills, along with proficiency in standard business software tools.
- Ability to efficiently use spreadsheets, scheduling, e-mail, and word processing software.
- Ability to adapt to changing environments, take responsibility for projects, think strategically, communicate effectively, and manage multidisciplinary teams and staff.
- Ability to build and maintain strong working relationships across DES divisions, with external stakeholders, and the public while applying policies and developing effective plans and tools.
Preferred Qualifications:
- Experience in capital budget development, implementation, and adherence to OFM budget processes.
- Skills in comprehensive planning, including capital improvement, maintenance, operational, and financial strategies.
- Knowledge in environmental regulations, SEPA, historic preservation, LEED/Net-Zero principles, and federal/state construction codes and policies.
- Proficiency in project documentation management, QA/QC reviews, constructability assessments, and lifecycle cost analysis.
- Familiarity with GIS, AutoCAD, CMMS technologies, database management, procurement rules, and construction claim resolution techniques.
