Salary Range for Purchasing Manager: $123,855.09 - $158,073.97/annually DOQ
Under the general direction of the Chief Financial Officer, plans, organizes, directs, and coordinates purchasing and warehousing activities on behalf of the District. Essential Functions
  1. Provides leadership and works with staff to ensure a customer service oriented work environment that supports achieving the department's and District's mission, plans, objectives, and values.
  2. Initiates the development, implements, and ensures compliance of the District's Purchasing Policy and Procedures.Oversees District-wide purchasing and inventory systems, including program set-up, operation and training of all system users.
  3. Keeps informed of current laws, rules, and regulations affecting the District's purchasing program; seeks advice from District's legal counsel as needed.
  4. Plans, prepares, and administers the District's formal bid process (excluding those administered by the Engineering Department), tabulates results and recommends awards of bids.
  5. Prepares,reviews, and assists in the preparation of equipment, material or service specifications, contracts and purchase orders; coordinates and negotiates pricing, billing corrections, change orders, contracts, purchases, rental or lease of materials and equipment, and administers related contracts.
  6. Supervises and coordinates the annual inventory count, the inventory control program, and maintains the materials and supplies at efficient and cost effective levels.
  7. Supervises the Shipping and Receiving functions; reviews vendor performance and negotiates settlements of claims or discrepancies if required.
  8. Supervises and coordinates the disposal of surplus property and materials.
  9. Recruits, selects, schedules, trains, supervises, evaluates, disciplines, develops, and promotes team-work among support personnel.
  10. Adheres to and enforces stated safety policies and procedures.
Education & Experience Requirements

EDUCATION

1. Graduation from high school or equivalent is required.

2. Four-year college degree in business or related field is preferred.

EXPERIENCE

1. Requires three (3) years of experience in government purchasing or a closely related field, or combination of equivalent education and experience.

2. Three years supervisory experience required.

PROFICIENCY REQUIREMENTS

1. Certification as a Certified Professional in Supplier Diversity, Certified Professional in Supply Management, Certified Public Purchasing Officer, Certified Professional Public Buyer or other pertinent certification, or ability to obtain within five and one half (5 ) years of hire, is required.

2. Requires the ability and initiative to make independent decisions and to carry them out.

3. Requires effective written and verbal communication skills.

4. Requires ability to plan, organize, direct and supervise the overall operations of the purchasing and receiving functions, including developing procedures for functions and required documentation.

5. Requires ability to prepare accurate financial and statistical reports.

6. Requires knowledge of research methods and techniques.

7. Requires working knowledge of personal computers including spreadsheet and word processing applications.

8. Requires knowledge of governmental purchasing methods, practices, and procedures.

9. Must be able to read, understand, and follow written and oral instructions as well as to give written and verbal instructions in a clear and concise manner.

10. Requires the ability to maintain cooperative relationships with co-workers, supervisors, and vendors.

11. Requires ability to recruit, train, instruct, supervise, evaluate, motivate, appropriately discipline, and develop staff.

12. Requires general knowledge of laws affecting governmental agency bidding requirements, purchase, contracting, etc.

13. Requires a valid, current drivers' license, acceptable by the State of California, with a driving record which enables insurability.

14. Current, valid CPR and First Aid certificates are desired or ability to obtain within two years of hire.
