Summary:
Coordinates contract construction of gas/liquid pipelines, processing, measurement, and compression/pump projects. Responsible for on-site construction management, maintenance of quality control and code compliance on construction projects. Maintains records and documentation related to construction projects. Works with direct reports, contract inspectors, project managers, engineers and field operations staff to ensure successful implementation of projects.
This position requires comprehensive knowledge within a functional area. Performs work under general direction and work is reviewed upon completion for adequacy in meeting objectives and ensuring compliance with processes, standards and policies of the organization. Provides technical solutions to a wide range of difficult and complex problems. Solutions are consistent with the objectives of the organization. This position may train and mentor less experienced professionals.
Essential Duties and Responsibilities:
- Manage, coordinate, and direct the daily activities of direct and contract construction personnel for projects conducted by the Engineering & Construction Group.
- Responsible for providing construction support and working with Engineering & Construction Project Managers/Engineers, Commercial staff, Area Operations staff, 3rd Party Engineering firms and contractors to assist in project design, estimating, and scheduling.
- Assist Project Managers with the development of project scopes of work to assure operational fit and constructability through on-site field investigations, planning and meetings with appropriate parties.
- Coordination of surveying activities, involvement in contractor bid process, construction and inspection management to ensure compliance with company standards, specifications, job safety, environmental permits, right of way clearances and required project documentation.
Responsible for construction-related activities on projects such as:
- Construction methods and constructability
- Construction contract compliance, changes, and contractor liaison
- Construction schedule progress and cost reporting
- Construction oversight and leadership of on-site construction management
- Contractor performance, bidding, and awarding construction work
- Understand and administer service provider contracts
- Construction Safety and Quality
- Construction documentation, record keeping and communication
Requirements:
Education and/or Experience, Knowledge, Skills & Abilities:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements for this position are listed below:
- Bachelors degree and Five (5) years directly related experience
- Equivalent experience and demonstrated equivalent competency may supplant the bachelors degree ( Seven (7) years directly related experience with an Associates Degree)
- 10+ years of construction management experience
- Candidate must possess effective written & verbal communication skills, as well as interpersonal skills and a willingness to work in a collaborative environment.
- Candidate must be a self-starter, have good organizational skills and be able to accept constantly changing priorities.
- Willingness to work in an environment where compensation is tied to performance and skill level.
- Incumbent is required to carry a cell phone and is subject to call out 24 hours a day at any time for emergency response, 7 days a week and extended workdays and/or workweeks.
- Candidate must have proven safe driving record and valid drivers license.
Preferred Qualifications:
Education and/or Experience, Knowledge, Skills & Abilities:
- Inspection certification in an inspection area (i.e. CWI, NACE, API 1169)
- Strong knowledge of the applicable sections of industry codes and standards such as 49 CFR 192 & 195, 29 CFR 1910, 29 CFR 1926, API 1104, API 5L, ASME B31.3, ASME B31.4, ASME B31.8.
- Ability to infer from design to construction completion.
- Ability to develop construction standards.
- Demonstrated ability to manage complex construction contracts, change orders, notices etc.
- Demonstrated ability to coordinate financial resolution for construction contracts.
- Demonstrated ability to effectively manage all third-party resources under their direction so they consistently meet all of their contractual requirements.
- Ability to read construction plans.
- Strong report development writing ability (customer and schedule reporting).
- Excellent project leadership skills.
- Establish and maintain constructive and positive working relationships with external and internal customers.
- Ability to work and participate in a team-based environment to accomplish assignments.

- Job duties are performed outside in all types of inclement weather.
- Occasional overnight travel may be required.
- Occasional visits to industrial/manufacturing settings which may include hazardous materials and chemicals, as well as extreme temperature conditions and loud machinery, and require appropriate personal protective equipment.
- Ability to produce quality work in a fast-paced environment with high daily pressure to meet deadlines.
- Ability to work non-standard work hours as needed or required to meet established deadlines
