This is professional engineering and project management work responsible for planning, designing, and coordinating the delivery of citywide transportation/traffic engineering projects.
Work involves performance of difficult professional and technical work in transportation planning under general supervision. In addition, work entails the evaluation, selection, and application of standard transportation engineering techniques, procedures, and design of complex transportation projects. An employee will use sound professional and independent judgment in making minor adaptations and modifications to professional techniques and principles to recurring problems, in accordance with established procedures and guidelines. Supervision is exercised over subordinate transportation personnel including, but not limited to, Analysts, CADD technicians and/or administrative personnel. Supervision is received from a higher level administrator, who reviews work through consultation and analysis of reports prepared. This job is not of a routine, clerical or ministerial nature and may require attendance at evening meetings including presentations to City Boards, neighborhood groups and other agencies as necessary. Reviews traffic impact studies. Coordinates with Planning Department to review plans submitted for large scale developments.
Reviews and maintains record of all right-of-way closure permits. Coordinates on-going Resilience & Public Works Department maintenance of traffic meetings.
Performs traffic operations analysis.
Researches and recommends new traffic control concepts and designs in conjunction with the Miami-Dade County Department of Transportation & Public Works Traffic Division and the State of Florida's Department of Transportation.
Coordinates, manages and reviews the development of conceptual, preliminary and final traffic engineering and intelligent transportation systems designs such as traffic control devices, signing and pavement markings and traffic signals.
Prepares and updates technical reports and project scopes.
Supervises, schedules, and reviews the work of team members and works closely with other departments on multi-discipline projects.
Performs field investigations and inspections and evaluates existing conditions on signing, pavement marking, traffic signals and ITS.
Reviews analysis, investigations, and preliminary determinations on current transportation planning problems to provide recommendations and courses of action.
Reviews preliminary & final plans, cost estimates, and specifications.
Conducts the analysis and interpretation of moderately difficult to difficult data pertaining to the formulation of a transportation plan.
Responds to citizen and City personnel requests regarding the analysis, evaluation and recommendation of the improvement of traffic and roadway safety issues.
Coordinates the formulation of financial and legal documents and/or contracts for assigned projects between the City and other agencies.
Performs other related work as required.
Bachelor's degree in Civil Engineering, Planning or a closely related field from a college or university accredited by the Association of Collegiate Schools of Planning (ACSP) or the American Board of Engineering Technology (ABET), four (4) years project management experience in transportation planning or traffic engineering work. Master's degree in an aforementioned or related field is preferred. A Valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, however prior to appointment a State of Florida Driver's License (Class E or higher) must be presented to the Department of Human Resources. Certification by the American Institute of Certified Planners (AICP) and/or possession of a State of Florida Professional Engineering license is desired.

Equivalent combination of education and experience beyond a high school diploma or its equivalent and six (6) months of the required experience.

Foreign diplomas/degrees must be submitted with a credential evaluation report from an approved credential evaluation agency*. Translations of diploma/degrees are not accepted. If degree/diploma does not reflect the academic major on its face, transcripts indicating degree completion must be submitted. Audit/Academic reports are not accepted as substitutions for college transcripts.
- Copy of valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, however, a State of Florida Driver's License (Class E or higher) is required at time of appointment and must be maintained valid throughout employment.
- To qualify under the equivalency clause, applicant must provide proof of education in one or more of the following applicable forms: copy of high school diploma or equivalent, transcript showing at least 60 college credits, Associate's degree or Bachelor's degree or higher in an unrelated field.
- An accredited four-year college or university in the United States, OR
- A current member of the National Association of Credential Evaluation Services (NACES), OR
- A current member of the Association of International Credential Evaluators (AICE), OR
- A recognized Professional Organization
