- Plans, directs, schedules, and inspects the work of a diverse group of full-time and part-time employees engaged in the maintenance, and repair of City streets, alleys, public rights-of-way and related facilities.
- Participates in the selection of street maintenance staff, provides or coordinates staff training, and works with employees to correct deficiencies
- Directs, coordinates, and reviews the work plan for assigned staff
- Assigns work activities, projects, and programs
- Reviews and evaluates work products, methods, and procedures
- Conducts employee performance management; and implements discipline and provides recommendations for termination procedures.
- Initiates ongoing street maintenance and repair programs for the City and initiates and schedules new projects and programs
- Inspects budget reports to ensure that funds are available for potential project costs including equipment, supply, and labor costs
- Provides reports and documents equipment condition and readiness status
- Coordinates with the Fleet Department and other service providers to maintain equipment
- Directly supervises the Crew Leaders and Streets Maintenance Mechanic
- Supervises removal of snow and ice from streets, and sanding and salting operations
- Implements and enforces all approved safety rules, procedures, regulations, and policies governing personnel within the Streets Division
- Supervises the use of equipment including but not limited to the asphalt-planer, graders, dump trucks, backhoes, dozers, scrapers, water trucks, and street sweepers
- Sets work schedules for maximum utilization of employee time
- Manages subordinate personnel in order to attain full productivity
- Maintains logs and records of activities, operations, work performed, and future work assignments
- Drives from site to site overseeing daily operations

PHYSICAL REQUIREMENTS: The physical standards an employee must meet in order to perform the essential job duties with or without a reasonable accommodation include, but are not limited to:
- Lifts, carries, pushes, or pulls equipment and supplies weighing up to 100 pounds, frequently lifting and carrying objects weighing up to 25 pounds
- Frequently stands and walks for prolonged periods of time to observe for safety hazards and perform daily functions
- Uses manual dexterity to manipulate supplies, tools, and equipment
- Uses visual acuity to read operating manuals and instructions; safely operate a vehicle and equipment; identify hazards; and perform daily functions
- Frequently performs activities requiring a full range of body movements including sitting, bending, stooping, kneeling, squatting, crawling, twisting, and balancing
- Speech communication and hearing to maintain communication with employees and citizens
- Thorough knowledge of street, alley and drainage ditch construction, maintenance, repair and cleaning
- Thorough knowledge of snow and ice removal operations including sanding and salting, and crack sealing operations
- Knowledge of the operation of equipment such as the grader, dozer, street sweeper, asphalt-planer, dump truck, backhoe, roller, scraper and water truck
- Knowledge of constructing concrete drainage pans, concrete sidewalks, and of replacing concrete curbs and gutters
- Ability to read grade stakes and blueprints
- Ability to use a computer for data collection, record keeping, developing schedules, and recording of tasks
- Ability to prepare clear and concise reports, and communicate clearly and concisely, both orally and in writing
- Ability to effectively supervise, organize, and review the work of maintenance staff in all weather conditions and during extended periods of time, and knowledge of the principles of supervision, training and performance evaluation
- Ability to work successfully with and provide good customer service to superiors, the general public, other City employees, and other agencies and organizations
- Full knowledge of safety rules and regulations affecting the Streets Division of Public Works
- Skill in the operation of light vehicles and dump trucks
- Thorough knowledge of City Ordinances and specifications pertaining to street and alley maintenance and permitted excavations
- Ability to perform all the job duties in a safe manner
- An associate degree or higher education from an accredited university in Engineering, Construction Management, or closely related field
- At least four (4) years of public sector field experience in the construction, maintenance, repair of streets and public rights-of-way
- At least two (2) years of supervisory experience with responsible charge of at least 5 employees can be demonstrated
- A valid drivers license at the time of application, and a valid Colorado drivers license within 30 days of employment
PREFERED QUALIFICATIONS: In addition to the knowledge, skills and abilities listed above, and the minimum qualifications required the following are considered highly favorable:
- A bachelors degree or higher education from an accredited university in Engineering, Construction Management, or closely related field to Engineering and Construction;
- At least six (6) years of public sector field experience in the construction, maintenance, repair of streets and public rights-of-way;
- At least four (4) years of supervisory experience with responsible charge of at least 5 employees can be demonstrated
- Class A Commercial Drivers License (CDL)
SPECIAL CONDITIONS OF EMPLOYMENT: Individuals are exposed to severe weather conditions and traffic. This position requires the individual be on call on various evenings and weekends. Individuals must be willing to work in excess of 40 hours per week as this is an exempt mid management position. The individual shall be required to possess and maintain a Commercial Drivers License (CDL) (Class B) within 6 months of appointment. All required licenses and certifications must be maintained throughout the term of employment. Failure to obtain or maintain licenses and certifications may result in demotion or termination. Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be required, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information. This requirement applies to all existing City employees as well as external candidates seeking to fill positions that meet the given criteria.
