Highly responsible administrative, planning and professional work performed under the supervision of the Assistant Public Services Director. This role encompasses management and coordination of capital and maintenance projects, consultant oversight, and franchise utility and stakeholder coordination.
  • Coordinates capital projects. Responsible for planning, budgeting, managing and technical direction of City capital improvement projects. Tasks include processing task orders, agenda reports, schedules, pay applications, and change orders.
  • Provide reports and updates to senior leadership.
  • Consultant oversight. Oversees consultants during the planning and design phases of projects. Reviews of deliverables. Provides direction and ensures compliance with project objectives.
  • Maintenance projects coordination. Manages ongoing maintenance projects in coordination with the Operations Manager to ensure timely completion and alignment with City standards.
  • Permit administration. Administers permits related to City projects and coordinates with regulatory bodies.
  • Franchise utility coordination. Serves as the departments liaison for franchise utility coordination on projects and work orders, ensuring smooth communication and execution.
  • Collaborates with Engineering Technician(s): Coordinates with the Engineering Technician(s) during the construction phase of projects for field inspections, contractor oversight, and construction engineering expertise.
  • Assists in the preparation of requests for qualifications for professional engineering services and professional consultant selection.
  • Assists in the preparation of requests for bids / proposals and prepares, negotiates and evaluates contracts, and monitors completed work.
  • Reviews and provides comments to plans submitted by developer and outside contractors having an impact on City infrastructure.
  • Maintain file inventory of projects.
  • Performs engineering and other technical functions as required.
  • Support the Citys NPDES Permit and Requirements.
  • Performs other job duties as needed.
  • Graduate from an accredited college or university with a bachelors degree in engineering, construction management, or related field, preferably related to the area of assignment; or equivalent combination of education, training, and experience.
  • Minimum five years of engineering or construction project experience.
  • Minimum two years of public infrastructure project experience.
  • Possession of an appropriate drivers license valid in the State of Florida.
  • Project Manager Professional (PMP), Engineer in Training (EI), Professional Engineer (PE), or other relevant certifications preferred.

Other Position Requirements
  • Must have National Incident Management System (NIMS) 100, 200, 300, 700 and 800 training completed within 6 months of hire.
  • Ability to obtain FDOT Temporary Traffic Control Intermediate certification within 12 months of hire.
  • Ability to obtain APWA Certified Stormwater Manager (CSM) certification or FSA Stormwater Operator Level 2 certification within 12 months of hire.
  • Ability to obtain FDOT Local Agency Program certifications within 12 months of hire.

SPECIAL REQUIREMENT
Emergency Response Status: As a condition of employment, City of St. Pete Beach employees may be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.

  • Knowledge of principles and practices of engineering or construction management.
  • Familiarity with federal, state, and municipal rules, regulations and ordinances, and other pertinent documents;
  • Ability to plan, and oversee projects, ensuring alignment with City;
  • Competence in reviewing engineering plans and specifications, analyzing data, and preparing concise reports;
  • Establish and maintain effective working relationships with other employees, vendors and the general public;
  • Excellent communication, and interpersonal skills;
  • Strong problem-solving and decision-making abilities;
  • Ability to work well under pressure and adapt to changing priorities.

Physical Skills
Work requires the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing, balancing, stooping, kneeling, crouching and crawling and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12 to 60 pounds). Vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, preparing and analyzing written or computer data, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions.

Environmental Conditions
Works inside an office environment and outside reviewing and supervising work in Florida's climate conditions (frequent volatile climate conditions).
