Summary of Description:

Perform tasks related to the development and tracking of schedules.

Duties:

  • Gather and input data into scheduling software programs.
  • Maintain schedule and update, as needed.
  • Gather and analyze information to prepare reports.
  • Report to a Manager.
  • Perform other job-related duties as assigned.

Education and Experience: High School Diploma or Equivalent (GED), with additional specialized training or college course work and at least eleven (11) years of experience, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Specific Skills:

  • Advanced MS Excel training and knowledge.
  • Extensive knowledge of field construction and plant maintenance activities,
  • Understanding of schedule controls methodology.
  • Extensive knowledge of resource monitoring techniques such as CPM networks, plus understanding of construction technology, process systems and structures.
  • Able to develop schedule from documentation.
  • Strong written, verbal and listening communication skills.
  • Problem recognition and problem resolution skills.

Physical Requirements:

  • Ability to climb stairs, ladders, and scaffolding.
  • Ability to walk on even and uneven surfaces.
  • Ability to wear PPE including fire retardant clothing, hard hat, safety glasses, steel-toed shoes, respirator.
  • Ability to enter confined spaces.
  • Ability to walk up to one mile on industrial plant and construction sites outdoors at any time of the year.
  • Ability to work in protective clothing which may elevate body temperatures by several degrees Fahrenheit for periods of up to 15 minutes without a break.
  • Ability to use multi-level stair towers and rung ladders unassisted.
  • Ability to hear safety alarms and signals while wearing hearing protection.
  • Ability to sit at desk and operate computer for extended periods of time.
  • Ability to stand, use hands and fingers, grip, handle or feel; reach with hands and arms, climb or balance, stoop, kneel, crouch or crawl and talk and hear.

Introduction

This document identifies the role and responsibilities of a Maintenance Scheduler, providing clarity and discipline toward creating schedules that make the most effective and efficient use of available resources. The Maintenance Scheduler uses scheduling tools and best practices as guiding principles.

Role and Responsibilities

Comprehensive schedule management services are needed to support effective execution before and during maintenance events. Implementing the Maintenance Scheduler role provides these services. The Maintenance Scheduler utilizes scheduling tools such as Primavera to create, optimize, record, and report on maintenance execution schedules. The Maintenance Scheduler provides accurate and realistic assessments of maintenance activity priorities, resource loading, and manpower. The Maintenance Scheduler identifies potential schedule risks, risk mitigation, and improvement opportunities through their analysis of the maintenance schedule, as well as project construction schedules provided by project contractors, which may be integrated into a master schedule.

The Maintenance Scheduler is accountable for:

  • Schedule accuracy and usability
  • Integration with key project and operations tasks that affect maintenance timing
  • Timely updates that meet all discipline (Operations, Projects, various Maintenance coordinators, etc.) needs during the execution phase
  • A resource-loaded schedule that reflects planned/estimated manhours for them event

Knowledge and Skills

Schedule Work Preparation

  • Build the maintenance schedule in coordination with planning activities and milestones.
  • Verify that jobs with multi-craft job steps have been evaluated for parallel versus sequential execution.
  • Focus on critical path jobs. Once the critical path timeframe is defined and optimized, analyze other jobs that could become critical using minimal float.
  • Obtain and integrate all project construction work packages into the master maintenance schedule as needed.
  • Perform staffing density checks or staffing limitation checks to analyze and validate schedule durations and forecast completion dates.
  • Ensure daily scheduled headcount and man-hours align with the labor procurement plan.
  • Create the maintenance schedule from work package information, ensuring all work packages (Maintenance, Projects) are included.
  • One of the biggest difficulties regarding maintenance is related to Projects (Engineering Services), Maintenance, and Operations integration. Once the schedule is integrated, a second revision is needed to reveal any space/resource/contractor services conflicts.
  • Ensure all work packages/plans align with maintenance schedule criteria.

Schedule Work (continued)

  • Work with the Operations coordinator to integrate commissioning and decommissioning (if applicable) into the maintenance schedule.
  • Develop a detailed schedule of operations tasks for decommissioning/commissioning, as these may trigger the start of maintenance activities.
  • Review plant clearing procedures with Operations for updates or corrections.
  • Define the maintenance bottleneck, starting with the critical path as specified by the core team. Also review scheduling tools for activities defined as critical.
  • Consider the physical space for work, especially if many cranes or large equipment are needed.
  • Involve the Project Manager in meetings as needed.
  • Ensure Operations agreement with logic-especially if maintenance will begin prior to all systems being cleared.
  • Use schedules from previous maintenance events to obtain initial steps or verify durations.
  • Review steps and durations with Subject Matter Experts for equipment/system/area to validate durations.
  • Perform schedule compression to ensure the critical path plan is as productive as possible while considering Health, Environmental, and Safety (HE&S) as the first priority.
  • Complete an all-inclusive review of the schedule to identify other risks or optimize near-critical jobs.
  • After team review, an outside reviewer can be requested for further optimization.
  • Verify that schedule activities match vendor estimates for duration/manhours.

Resource Planning

  • Identify resource requirements per craft and work with the team to define the most optimal resource plan possible.
  • Verify manpower applied to activities. If headcounts are too heavy or light, resource leveling will not function as intended.
  • Focus on the critical path job and activities with high headcount.
  • Determine the work schedule (e.g., days only, 10hr, 12hr shifts), identifying which resources to level on, and set leveling limits to avoid over-allocation.
  • Consider resource limitations, including specialty resources, and space/logistical issues that may prevent adding more resources.
  • Review final schedules with personnel (Manager, Coordinator, Production Leader, Operations Team, Contractors, etc.).
  • Once all schedule reviews and optimization sessions are finalized and agreed upon, obtain final buy-in from key personnel.
  • Establish filters for sorting different segments of the maintenance schedule (e.g., different craft schedules, remaining work by systems, remaining work by equipment type).
  • Meet with the Coordinator and/or Manager to discuss possible schedule layouts and filters for timely reporting.
  • Develop progression graphs used for execution.
  • Distribute the final schedule to all crafts.
  • Establish (freeze) the baseline schedule before final distribution.

Update Schedules

  • Perform schedule updates and analysis during execution and publish progress reports.
  • Schedule update is usually done before daily progress meetings to support decision-making.
  • Work closely with coordinators, planners, supervisors, and contractor personnel to obtain accurate daily progress updates for all maintenance jobs.
  • For smaller events, the scheduler may be able to walk the plant and check progress; for larger events, supervisor/focal point support is needed.
  • Input daily progress update data into the schedule.
  • Analyze schedule progress for gaps or opportunities to improve outcomes during execution.
  • Consider goals and business priorities, then make recommendations to the Manager.
  • Update the schedule by integrating add-on jobs and scope changes, and alert the team to any related risks.
  • Provide earned curve by resource to resource management meetings.
  • Make recommendations for resource adjustments as needed.
  • Send electronic schedule updates to the steering team and leadership team daily.
  • Make recommendations related to resource, mechanical, or WBS focus as appropriate.

Support Work Process

  • Help ensure that all aspects of the Maintenance Work process are followed.
  • Ensure that management is aware of milestones nearing or past due and the significance of them.
  • Collect daily headcounts from each contractor working the maintenance event.
