This position is responsible for the design, installation, maintenance, and improvement of electrical and instrumentation systems at the Chester site. Their duties encompass ensuring safety and efficiency, troubleshooting faults, and collaborating with the technical, maintenance, and production teams. The position provides the technical expertise for other site electrical systems like HVAC, security and air compressor systems. The incumbent leads efforts for continuously improving the technical availability of the plant as well as work to reduce maintenance and energy costs through statistical review and root cause analysis.

RESPONSIBILITIES

  • Designs, develops, and maintains the sites I&E and control systems
    (DCS, PLCs, HMIs, MCCs, etc.), ensuring they meet industry standards
    and safety regulations.

  • Prepares and maintains repository (electronic and hard-copy) of all
    detailed single-line, circuit drawings/diagrams and control panel
    layouts.

  • Oversees the installation of electrical and instrumentation
    equipment, including wiring, conduits, and control panels. Performs
    or oversees testing and calibration of these systems to ensure
    correct functionality.

  • Troubleshoots and resolves technical issues providing expert-level
    support for complex I&E issues working closely with site engineers,
    contractors and maintenance staff. Works closely with electrical
    utility provider (PECO) to ensure reliable power supply.

  • Manages maintenance programs and developing predictive
    maintenance strategies for I&E systems including, but not limited to,
    collecting and analyzing data related to equipment performance,
    creating/modifying PM frequencies or maintenance plans,
    developing risked-based maintenance, MTBF, bad actor, reports.

  • Effectively communicates technical problems taking the initiative to
    develop and execute a resolution plan. Contributes to process
    improvements by analyzing system performance and
    recommending changes to enhance efficiency and reliability.

  • Ensures compliance with relevant internal, external, and national
    electrical codes, standards, and safety regulations such as NEC,
    NFPA, ASME, OT Security, etc. Remains knowledgeable in
    governmental subsidy/grant programs related to energy-reduction
    and sustainability that can be applied to replacement/upgrade
    projects at the site.

  • Executes capital projects including the planning, cost estimation,
    and technical reviews for instrumentation, electrical and controls
    scopes of work. Generates purchase requisitions, approves invoices,
    and performs bid meetings as necessary to comply with
    Procurement policies.

  • Provides or facilitates/schedules technical training to engineers and
    maintenance personnel on I&E topics and equipment. Serves as a
    mentor, at times, to new engineers

REQUIREMENTS

  • BS in Electrical Engineering, or related field

  • 5+ years of experience in a manufacturing industry in a maintenance/reliability/or I&E capacity.

  • Knowledgeable in safety, environmental, and personnel rules and regulations
    particularly OSHA; willing to stop unsafe activities and behaviors

  • Knowledgeable in electrical and energy standards (NEC, NFPA,
    residential/industrial electrical codes, ISO 50001); certifications are a plus

  • Contractor management/safety experience (permits to work, managing and signing off on timesheets, etc.)

  • Strong organizational and prioritization skills

  • Knowledgeable in procurement workflows PR/PO creation and releasing, invoice payment/GRs

  • Proficiency in computer use and business software applications (e.g. LIMS, SAP, PowerPoint, Excel, Word, PowerApps)

  • Highly developed problem solving/troubleshooting skills

  • Ability to relate to and work with various personalities across multiple departments

  • Prefer education, training, and/or experience with statistical methods (e.g. SPC, gage studies, etc)

  • Prefer knowledge and or experience with Six Sigma, Lean, and other continuous improvement methodologies

  • Prefer knowledge of cGMPs, GLPs, laboratory safety, and environmental compliance.
