The mission of the LSLBC is to protect the health, safety, and general welfare of the public dealing with those engaged in the contracting vocation; to afford such persons an effective and practical protection against the unlawful and fraudulent acts of contractors with whom they contract; and to maintain the integrity of the construction industry. Further, the Board shall monitor construction projects to ensure compliance with the licensure requirements of the statutes.

High-Level Overview of the Role:
This leadership position is responsible for managing and mentoring investigative enforcement staff who ensure compliance with Louisianas contractor licensing laws. The role focuses on supervising daily operations, evaluating staff performance, ensuring investigative accuracy and efficiency, interpreting regulations for the public, and supporting legal and regulatory proceedings.

Six years of experience in accounting, auditing, administrative services, building inspection, real estate appraisal, law enforcement, investigations, or in the issuance or recommendation of medical licenses; OR Six years of full-time work experience in any field plus three years of experience in accounting, auditing, administrative services, building inspection, real estate appraisal, law enforcement, investigations, or in the issuance or recommendation of medical licenses; OR A bachelor's degree plus three years of experience in accounting, auditing, administrative services, building inspection, real estate appraisal, law enforcement, investigations, or in the issuance or recommendation of medical licenses; OR An advanced degree plus two years of experience in accounting, auditing, administrative services, building inspection, real estate appraisal, law enforcement, investigations, or in the issuance or recommendation of medical licenses. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Position Responsibilities
As a key leadership role within the Enforcement Division, the selected candidate will be responsible for the following:

Staff Management & Supervision (60%)
Lead, train, and evaluate a team of investigative staff to ensure high performance, efficiency, and compliance with agency standards.
Assign complaints based on geographic region and case complexity.
Review staff work product to ensure investigations are timely, thorough, and accurately documented in ARLS and formal reports.
Monitor investigative caseloads to ensure efficient resolution of complaints and violations.
Approve employee leave, maintain performance files, and complete annual performance evaluations.
Participate in the hiring and promotion process by interviewing candidates and recommending selections.
Recommend and implement disciplinary actions as necessary.
Review staff expense reports for compliance with state travel regulations.
Support staff in the field during complex commercial and residential investigations.

Public Interaction & Legal Support (35%)
  • Interpret and explain Louisiana contractor licensing laws, rules, and regulations to the public, contractors, legal professionals, and other stakeholders.
  • Advise on licensing requirements and guide individuals through the licensing process.
  • Provide testimony in Board hearings and represent the agency in local, state, and federal court proceedings as required.

Policy Development & External Engagement (5%)
Assist the Enforcement Director in developing policies, procedures, and training goals related to contractor investigations.
Represent the agency at professional events, task force meetings, community presentations, and industry conferences to promote awareness and compliance.

Other Duties
  • Perform additional responsibilities as assigned by agency leadership.
  • Travel as required to support field investigations and external engagements.
