** Position subject to close at any time**Under the direction of the Director of Transportation & Transit, the purpose of this position is to administer responsible professional, technical, and administrative work for the Transportation/Traffic Operations program. The employee in this classification is responsible for ensuring adherence to, and compliance with, all applicable County, State, and Federal codes and regulatory requirements applicable to the work. Functions in a senior management capacity and is responsible for directing the efficiency and effectiveness of departments, budgets, and projects. Works with considerable independence and decision-making authority, while performing the assigned duties.

The omission of an essential function does not preclude management from assigning duties not listed herein if such functions are a logical assignment to the position.- Provides expertise in transportation & traffic engineering across planning, design, right-of-way acquisition, and construction phases.
- Supervises and evaluates the managers, engineers, designers, analysts, and consultants performing work and providing services in the areas of Transportation Design and Traffic Engineering.
- Ensures projects comply with applicable regulations, standards, and best practices.
- Reviews technical documents, plans, and specifications to maintain high-quality project outcomes.
- Develops, track, and maintain schedules and budgets for all engineering projects.
- Monitors project progress, identify risks, and implement mitigation strategies.
- Negotiates scope and staff hours with consultants to ensure projects are delivered efficiently and effectively.
- Oversees the Transportation Design Division; initiate action on hiring, disciplinary, dismissal or promotion matters for final approval by the Transportation & Transit Executive Director.
- Prepares, monitors, and controls the Division's budget for all operations in the Transportation Engineering Division.
- Conducts and oversee all project meetings relating to design status and production.
- Fosters collaboration and coordination with local, State, and Federal agencies, such as the City of St. Cloud, City of Orlando, City of Kissimmee, Florida Department of Transportation, Floridas Turnpike Enterprise, Central Florida Expressway Authority, Metroplan Orlando, U.S. Geological Survey, Army Corps of Engineers, South Florida Water Management District, and other planning bodies to accomplish division work objectives.
- Manages the FDOT Local Agency Program (LAP), ensuring compliance with program requirements and successful delivery of LAP projects.
- Tracks and report on program performance, addressing challenges proactively.
- Identifies funding opportunities and assist in grant applications to support program objectives.
- Builds and maintain strong relationships with community partners to support regional transportation initiatives.
- Implements document control best practices to Maintain comprehensive records of project plans, studies, specifications, cost estimates, schedules, and related documents.
- Oversees public meetings relating to planning, engineering, and design projects for the dissemination of information.
- Oversees reporting for all Capital Improvement Projects and work program planning efforts related to planning, design and construction.
- Coordinates and interact with other departments to eliminate conflicts between Transportation & Transit projects and development applications.
- Performs duties as assigned / necessary which are related, or logical in assignment to the position.
Experience: Six (6) years of technical experience, directly relating to civil engineering, transportation and/or traffic planning, design and/or construction projects, including two (2) years of supervisory experience
Miscellaneous: Must possess and maintain a valid Florida Drivers license.
Certifications/Licenses:
- Must be registered as a Professional Engineer in the State of Florida, or if registered in another State be able to obtain licensure in Florida within 90 days upon hiring.
- Extensive skills in effectively directing staff comprised of professional engineers, construction managers and project managers.
- Expert knowledge in transportation design and engineering practices.
- Knowledge of applicable state, federal, and local laws, rules, ordinances and regulatory standards applicable to the work.
- Executive-level interpersonal, leadership, planning, management and communications skills; ability to communicate professionally verbally, in writing, and in presentations.
- Skill in establishing and maintaining effective working relationships with other County personnel, government agencies, and the general public.
- Skill in reading, analyzing and interpreting professional periodicals and journals, technical procedures, and legal documentation.
- Strong project management skills with the ability to organize, plan, schedule projects, make decisions and negotiate.
- Ability to read, update and maintain various records and files; ability to access, operate and maintain various software applications.
