The Construction Manager/Engineering Technician will serves as the construction representative for large and complex infrastructure projects at Creech AFB, including mechanical, electrical, and structural systems. Responsible for monitoring construction progress, ensuring contract compliance, managing documentation, and coordinating with contractors and government stakeholders.
Key Responsibilities:
- Oversee construction operations for technically complex projects involving base facilities and utility systems.
- Develop project documents such as SOWs, IGCEs, RFIs, funding documents, change orders, and AF/DoD forms.
- Review plans/specs for feasibility and participate in pre-bid/pre-construction meetings; clarify technical requirements for contractors.
- Inspect construction progress, materials, methods, and workmanship to ensure compliance with plans, specs, and safety/environmental standards
- Review and approve contractor submittals and shop drawings; authorize minor changes and substitutions.
- Document daily inspections, maintain logs, and prepare reports on work status and performance.
- Recommend contract modifications, estimate associated costs, and prepare related documentation.
- Support change order negotiations and track modifications using project management software.
- Serve as liaison between contracting officers and project engineers, providing cost and schedule expertise.
- Ensure proper recordkeeping for closeout, “as-built” drawings, and updates to real property records.
- Maintain electronic project files and status reports in accordance with procedures.
- Comply with all applicable federal, state, and local health, safety, and environmental codes.
- Communicate clearly and professionally with all project stakeholders.
Qualifications to be successful in the role:
- AS or BS in Construction Management, Engineering, or related field from an accredited institution.
- Minimum 3 years of experience in construction management.
- Must complete required AFIT courses (WMGT 322, WMGT 422, WENG 200, WENG 400) unless already certified.
- Familiar with Air Force procedures, project management best practices, and federal construction codes.
