Position Summary Information
General Summary
The Project Engineer Manager oversees and manages complex projects and contracts within Utility Services Team. The position performs highly complex engineering work in the field and office as well as periodic duty assignments and/or shift work.
Essential Functions
Supervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination
Leads a team that manages complex planning, scheduling, and managing projects/contracts such as emergency contracts, outsourcing contracts, transmission projects, water and sewer pipe rehabilitation or other big facilities, or management projects whose goal is to deliver organizational, program, or corporate benefits and improvements
Performs 24/7 off hour duty assignments in response to emergencies
Responsible for making policy and procedure recommendations to Director, Utility Services and staff to enhance the management of the Utility Services contracts
Consults and works with team members from various departments, including senior leadership, in the administration of consultant, Architect/Engineer (A/E) and construction contracts and their associated procurement mechanisms
Reviews project technical, management, and budgetary plans; ensures project compliance with corporate policy and technical specifications
Reviews and approves monthly and final payments for A/E's, contractors and vendors; negotiates and finalizes contracts and change orders
Participates in project teams of others, including management review, re-engineering and policy groups
Gathers data and prepares diagnostic and prescriptive reports on significant team, division or institutional issues
Serves as Commission project representative equivalent to a consultant's or contractor's Supervisory Project Engineer
Responsible for completing Stormwater Pollution Prevention Plans (SWPPP) for assigned areas
Responsible for the planning of urgent projects which includes writing scopes of work, managing task orders/contracts, providing engineering support and other tasks related to time-sensitive projects' needs
Provides design review of engineering drawings and Hold Harmless Agreement reviews
Participates in scheduling and coordinating large water/sewer main projects with the Water/Wastewater Systems Assessment Division and Production Department
Provides engineering support to Emergency Contract Managers in the field and at bid meetings
Prepares or monitors project schedules using PERT, CPM, Bar Chart, or similar tools
Develops and implements project management strategic plans and resultant monitoring mechanisms
Assists in developing Capital Improvement and Engineering Support Programs, as well as Division and other budgets
Investigates and resolves customer complaints and determines responsibilities
Meets with representatives of state and county governments, other utilities, and Commission jurisdiction to exchange information and resolve maintenance problems
Supervises work performed by their direct reports and support staff on specific project assignments and in general mentoring and tutorial roles
Drives a vehicle to conduct WSSC Water business

Required Knowledge, Skills, And Abilities
Comprehensive knowledge of the principles and practices of design and construction project management, environmental engineering and associated organizational management systems
Ability to organize and lead cross-functional project teams
Ability to maintain project team focus and effective structure including the development of a strategic project management plan comprising schedule, budgetary, contractual, human resources, and stakeholder elements
Possess the knowledge and skills required to successfully access and involve external agencies, internal staff, the general public, and special interest communities
Demonstrated team building, group leadership, project management, and verbal and written communication skills
Minimum Education, Experience Requirements
Bachelor's degree in Civil or Environmental Engineering
6 years of progressively responsible experience in construction contract management or utility project management, or any combination of both
OR
High School diploma or equivalent
10 years of progressively responsible experience in construction contract management or utility project management, or any combination of both
Additional Requirements
Possession of a valid driver's license, with no more than 4 points, and the ability to obtain and maintain a WSSC Water driver's permit within 90 days of hire or transfer date
Possession of Water Distribution Operator's certification and Wastewater Collection Operator's certification; must maintain the certifications while in the role
Completion of all safety training as required by WSSC Water
Required participation in a 24-hour emergency duty rotation
Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter.
Preferences
Professional Engineer license in the State of Maryland
Completion of Construction Management Technology Program (MEPM)
Graduate certificate in Engineering Project Management (GCPM)
Supervisory experience
Salary $121,724 - $207,259
