Position Summary Information
General Summary
Through reliability practices, the Project Manager leads multi-disciplinary teams managing facility renovation projects at WSSC Water facilities to ensure that all operations run smoothly and efficiently. The Project Manager will lead cross-functional project teams managing projects with varying degrees of complexity, including, but not limited to, the planning, design, construction, and commissioning of physical capital assets such as water/wastewater plants, pumping stations, and storage facilities.
Essential Functions
Leads a team managing planning, design, construction, and commissioning projects including the renovation of treatment plants, pumping stations, or other major facilities
Leads and mentors project team members
Consults and works with team members from other internal organizations, including senior leadership, in the administration of consultant, Architect/Engineer (A/E) and construction contracts and their associated procurement mechanisms
Reviews project technical, management, and budgetary plans and ensures project compliance with corporate policy and technical specifications
Gathers data and prepares diagnostic and prescriptive reports on significant Department, Division or institutional issues
Serves as WSSC Water project representative equivalent to consultant's or contractor's Project Manager
Reviews, negotiates and finalizes contracts and change orders
Prepares or monitors project schedules using PERT, CPM, Bar Chart, or other methods
Assists in the development of the Engineering Support Projects, Operations Support Projects, as well as Division and other budgets
May oversee the work of Associate Project Managers, inspectors and support staff both on specific project assignments and in general mentoring and tutorial roles
Reviews and approves monthly and final payments for A/E's, contractors and vendors
Drives a vehicle to conduct WSSC Water business
Other Functions
Serves as Acting Section Manager in their absence
Substitutes for other Project Managers, in their absence
Performs other related duties as required
Work Environment And Physical Demands
Worked is performed in standard office environment and involves site visits to multiple WSSC Water facilities (i.e., treatment plants, pumping stations and other major facilities)
Required Knowledge, Skills, And Abilities
Comprehensive knowledge of the principles and practices of design, construction, and commissioning project management, environmental engineering and associated organizational management systems
Ability to organize and lead cross functional project teams
Ability to maintain project team focus and effective structure including the development of a strategic project management plan encompassing schedule, budgetary, contractual, human resources and stakeholder elements
Must possess the knowledge and skills required to effectively access and involve other agencies, internal staff, the public and special interest communities
Demonstrated team building, group leadership, project management and verbal and written communication skills
Minimum Education, Experience Requirements
Bachelor's degree (preferably in Civil, Sanitary, Environmental Engineering or related engineering discipline)
5+ years experience in the practice of project management
OR
High school diploma or equivalent
9+ years experience in the practice of project management
Additional Requirements
Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter
Possession of a valid driver's license with no more than 4 points and ability to obtain and maintain a WSSC Water driver's permit within 90 days of hire or transfer date
Employees in this position are designated or considered emergency personnel; therefore, the employee must report to work as scheduled or as directed by their supervisor when WSSC Water declares an event that requires emergency personnel to report to work
Preferences
Experience working on construction or maintenance tasks at water or wastewater utility facilities or commercial building facilities
Registration as a Professional Engineer
Certification as a Project Management Professional by the Project Management Institute of America
Certification as a Construction Manager by the Construction Management Association of America
Salary $108,233 - $184,288
