GENERAL DESCRIPTION:

This is a senior-level geologist position in the Storage Tank Program. This position is responsible for remediation projects, including comprehensive planning, approval of engineering designs, and coordination of construction and maintenance of multi-faceted remediation systems to facilitate the cleanup of contaminated sites and to conduct tank installation/modification and removal inspections. This position also provides geology assistance to the Hazardous Waste Program, Voluntary Remediation Program, Brownfields Program, and Orphan Site Remediation Program, as needed.

The successful candidate may reside and work out of an office in Casper or Cheyenne.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

  • Reviews consultant submittals, including plans/specifications and reports, and works with consultants to develop remedies for remediation.
  • Analyzes/compiles complex environmental data and draws conclusions associated with site characterization, risk assessment and remedial alternatives.
  • Answers technical questions related to policies, procedures, regulations, and statutes.
  • Prepares new project site descriptions and participates in consultant selection committees.
  • Oversees consultants and contractors activities for numerous complex investigation and remediation projects that serve to protect human health and the environment.
  • Performs written performance appraisals for consultants and contractors.
  • Performs scope of work and cost negotiations during contract and amendment preparation for consultant and contractor services.
  • Reviews and approves contractor field orders, site work orders, force account work orders, and value change proposals.
  • Coordinates with city, county, state, tribal, and federal officials; property owners; realtors; bankers; consultants; and other affected parties concerning technical matters and environmental site conditions.
  • Negotiates, persuades, and obtains written access and use agreements from state agencies, cities, towns, counties, federal agencies, private property owners, and other affected parties.
  • Obtains necessary permits and licenses to complete remedial actions.
  • Completes on-site environmental assessments during storage tank removal to determine if a site is contaminated.
  • Collects soil and groundwater samples and prioritizes contaminated sites and issues closure letters for closed sites.
  • Issues state authorization letter to operate storage tank systems.
  • Develops, coordinates and/or performs environmental oversight inspections.
  • Ensures projects are completed in accordance with plans, specifications, and design criteria.
  • Reviews and approves consultant pay requests and monitors expenditures. Reviews, generates, and negotiates change orders.
  • Prepares and coordinates budget recommendations.
  • Reviews design plans and specifications for technical merit on projects.
  • Participates in policy/guidance writing and in budget estimating for remediation projects.
  • Resolves conflicts of technical opinions and personalities in a positive manner and works cooperatively with internal and external stakeholders to achieve objectives and requirements of the program and department.
  • Researches records and provides information and technical data to the public, and investigates complaints.
  • Develops, applies and interprets complex rules, regulations, guidelines, or standards.
  • Performs independent inspections of existing tank systems and determines whether or not systems follow rules and regulations and prepares tank inspection reports.
  • Performs independent inspections of new tank installations or modifications and determines whether or not installations/modifications follow rules and regulations.
  • Works with property owners, tank owners, and other stakeholders to resolve issues during remediation projects or tank inspections.
  • Coordinates with other programs, agencies, or outside entities; participates in public meetings.
  • Travel is required, occasionally on short notice; a valid drivers license is required.


PREFERENCES:

  • Preference may be given to applicants with a Wyoming Professional Geologist license


KNOWLEDGE:

  • Knowledge of geology fundamentals, construction practices, and environmental cleanup methods.
  • Knowledge of project management principles.
  • Knowledge of civil and/or environmental engineering, chemistry, hydrogeologic and geologic processes and disciplines; pollution control; and evaluation processes.
  • Knowledge of general principles of remediation technologies for refined petroleum products, hazardous substances, and chemicals typically related to landfill leachate.
  • Knowledge of and ability to read, research, interpret and apply federal, state, and local environmental laws, rules, and regulations.
  • Knowledge of and ability to read, research, interpret and apply state policies and procedures.
  • Knowledge of environmental concepts, especially in relation to underground storage tanks, above-ground storage tanks, and the Resource Conservation and Recovery Act, Subtitle I.
  • Ability to proficiently use a personal computer and various software packages.
  • Ability to simultaneously work on multiple projects and meet deadlines and achieve agency goals.
  • Ability to reason with and influence dissatisfied persons. Ability to remain calm and firm and recommend equitable enforcement action.


MINIMUM QUALIFICATIONS:

Education: Bachelor's Degree (in Geology/Geotechnical Engineering) Experience: 2-4 years of progressive work experience in Geology with acquired knowledge at the level of a Senior Project Geologist Certificates, Licenses, Registrations: Professional Geologist License (PG) or Professional Engineering License (PE) required at time of hire. (Wyoming PG or PE required within one year of hire date.)

PHYSICAL WORKING CONDITIONS:

  • Must be able to walk over uneven ground.
  • Must be able to work through all types of inclement weather.
  • Must be able to operate 4-wheel drive vehicles.
  • Must be able to lift 50 pounds.
  • Overnight travel required.
