Job Description
REPORTS TO: Executive Director
HOURS: 8:00 a.m.-5:00 p.m. (Mon-Fri)
The occasional after-hours work is required when deadlines are to be met, a special event is scheduled or construction activities are ongoing after standard working hours.
SUMMARY DESCRIPTION
Directs and manages all construction activities for the airport in accordance with necessary governmental regulations
GENERAL DUTIES/RESPONSIBILITIES
Manage construction contracts from inception to completion
Coordinate efforts of the contractors during construction, closeout, and initial occupancy
Develop plans to maintain routine airport operations during construction projects
Organize logistical steps during all phases of construction activity
Assist in the development of contract documents
Draft plans and specifications and interpret architectural/engineering plans and specifications
Evaluate contractor deliverables, submittals and time schedules
Develop and manage project budgets and timelines
Manage multiple diverse projects at one time
Ensure project deadlines are met
Review construction changes to determine if they have merit and if costs are reasonable
Work closely with local utility providers
Evaluate construction safety and phasing plans
Evaluate construction projects for conformity with FAA regulations
Communicate effectively with all involved in construction efforts
Minimize impacts to the traveling public and all airport and community partners during construction
Track progress and report on activities for management and other stakeholders
Influence construction progress in accordance with approved schedules
Understand federal standards in design, safety, and security regulations related to airport development
Track and oversee Disadvantaged Business Enterprise goals and requirements
Adhere to governmental funding timelines and grant schedules
Knowledge of design principles, practices, procedures, and code related to municipal projects
REQUIREMENTS
Ability to maintain mutually beneficial working relationships with all airport professional service providers, contractors and federal, state and local agency partners
Ability to calculate and verify contract quantities
Ability to effectively and succinctly communicate with stakeholders - written and verbally
Ability to negotiate and resolve issues and conflict
Ability to collaborate and work as part of a team
Ability to analyze and resolve complex technical issues
Ability to work in an office environment and outdoors subject to varying weather conditions
Ability to utilize Microsoft Word, Outlook, Excel, Adobe other applicable software and construction management tools
Ability to utilize CAD preferred
EDUCATION/EXPERIENCE
Bachelor's degree from an accredited college or university with major course work in construction management, engineering, or a related field, with at least seven (7) years of related project management experience or the equivalent. Project Management in an airport environment with airfield experience preferred.
CERTIFICATES LICENSES REGISTRATIONS
A valid Mississippi State drivers license.
