An exciting opportunity to join a multi-disciplinary team working on one of the largest Disaster Recovery Programs in the United States. You will be part of an expert team working with local communities across the US Virgin Islands, supporting the Office of Disaster Recovery in building safe, resilient & thriving communities by completing key recovery projects to transform and strengthen the Territory's Public Buildings The USVI Office of Disaster Recovery, a division of the Virgin Islands Public Finance Authority, has entrusted us with the critical task of managing and supporting federally funded recovery projects across the U.S. Virgin Islands. Our work will involve overseeing the reconstruction of key educational, healthcare and public buildings projects, all of which were severely impacted by Hurricanes Irma and Maria in 2017. We are looking for a highly collaborative Sr. Project Manager with water and power generation experience who will be responsible for the management and overall execution of the power plant replacement projects within the public buildings projects of this multi-billion dollar disaster recovery program.

In this crucial role, you'll oversee and optimize the flow of services and information within Jacobs and the US Virgin Islands program. Based at the client site in the US Virgin Islands, you'll be responsible for managing and collaboration with the project teams and overall program delivery for the Public Buildings Sector. This will include the management of the project stakeholders, project development from conception through completion in accordance with the program objectives and coordination of Public Buildings managers across all projects. You will manage, provide oversight, and facilitate resolution to complex project related challenges. As a member of our program management team, you will manage the pre-construction, construction, commissioning, and close-out phases of our Public Buildings Power Plant projects working with our team of project and construction managers. As the Public Buildings Sr. Project Manager, you'll play an integral role in mentoring staff, forming long-term relationships with clients, managing contractors, subcontractors, consulting engineers, and pursuing new work, including strategy development, positioning, proposing, and negotiating contracts. You'll provide effective, skilled project management to reduce risk, and reduce the costs of delivering projects while adding value to the business by applying proven project management techniques.

Key responsibilities include:

As a Public Buildings Sr. Project Manager with experience in power generation, transmission, and power infrastructure, you will manage project development from programming through completion in accordance with program objectives; Manage and administer contract agreements for project consultants, contractors and vendors; Develop bid packaging strategy, together with Sector Lead and Senior Project Managers; Manage pre-bid and post-bid meetings, production of boilerplate construction contract and expedite client execution of that contract.

Assist Program Director and the Sector Lead in managing all budgets, schedules, scope development, design and construction contracts, documents, procedures and controls for assigned projects; Assist Project Managers, Engineers (as applicable) with input and maintenance of cost information using the cost management system developed for the Program; Oversee the design review and cost estimate review processes in conjunction with DM feedback and support; Review and approve A/E invoices and contractor pay applications and change orders; and work closely with Grants Management teams to ensure compliance with all aspects federal funding, EA Permitting compliance, FCD Applications, and EHP reviews and approval.

Attend meetings or assign staff to cover weekly job progress meetings; Ensure timely issuance of meeting minutes during design and construction by A/E team and contractor respectively; Support project delivery team with overall relationship with client administrative leadership to ensure collaboration, minimal disruption, cooperation and communication in occupied sites; Manage the permitting process to confirm A/E submission for compliance; Manage other functions (commissioning, soil investigations, etc.); Coordinate information requested by auditor; Conduct weekly project update meetings.

Here's what you'll need

  • Bachelor's or upper graduate degree in Electrical Engineering, Mechanical Engineering, Energy Engineering, Power Engineering, and/or Construction Management discipline, all with emphasis on power generation.
  • 12+ years experience in the power industry with a solid background in a progressing leadership role in project management, construction management, design management, and federally funded projects.
  • Strong working knowledge of pre-design and pre-construction, contract management, project delivery methods, building systems/components and technology, team building, and client relationship building.
  • Strong written and verbal communication skills.
  • Self-motivated, initiator, leader able to recognize upcoming issues; demonstrated through successful project delivery, program management and/or professional society involvements or related activities.

Ideally you'll also have:

Master's Degree in Electrical Engineering, Mechanical Engineering, Energy Engineering, Power Engineering, and/or Construction Management discipline.

Project Management Professional (PMP) or Certified Construction Manager (CCM) certification.

Posted Salary Range: Minimum

160,000.00

Posted Salary Range: Upper

180,000.00

The base salary range for this position is $160,000.00 to $180,000.00. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
