KITSAP COUNTY COMMUNITY DEPARTMENT OF COMMUNITY DEVELOPMENT (DCD)
Kitsap County DCD seeks a COMMUNITY PLANNING SUPERVISOR for our Long-Term Planning Division. Under the direction of the assigned Planning and Environmental Programs (PEP) Division Manager, the PLANNING SUPERVISOR performs advanced oversight on Comprehensive Plan, capital facilities planning, Buildable Lands Program, code development, Shoreline Master Program and programmatic SEPA and related environmental reviews documents. The incumbent performs advanced professional supervision, leadership, and oversight of Planners and Associate Planners in the field of land use, long-range planning, and code development. The incumbent is responsible for monitoring performance and project deliverables to ensure consistency and quality, and to ensure that projects delivered within scope and on budget. The incumbent also provides supervisory oversight for robust public participation plans for all planning functions.

REQUIRED EDUCATION AND EXPERIENCE:
- Master's degree in planning or closely related field from a college, university or school accredited by an agency recognized by the US Department of Education AND 5 years of progressively responsible work experience with a planning process related to community development, land use and environmental planning, urban or regional plan, including 3 years of supervisory or project lead experience; OR
- Bachelor's degree in planning or closely related field AND 6 years of progressively responsible work experience with a planning process related to community development, land use and environmental planning, urban or regional plan, including 3 years of supervisory or project lead experience; OR
- Any combination of experience and education which provides the applicant with the desired skills, knowledge and ability required to perform the work.
PREFERRED EDUCATION, EXPERIENCE, OR QUALIFICATIONS:
- Experience with local and state regulatory frameworks including the Growth Management Act, Planning Enabling Act, Shoreline Master Program, and Critical Areas Ordinance.
- Extensive public presentation experience, advanced verbal and written communication, and interpersonal skills.
- American Institute of Certified Planners (AICP) Certification preferred.
Required Licenses, Certificates, Examinations/Tests and Other Requirements
The incumbent is responsible for obtaining and maintaining all the following required licenses, certifications and other requirements.
Prior to employment, the successful candidate must:
- Submit official transcripts from an accredited college or university or business school, if education is being used to meet the minimum qualifications.
- Pass all job-related examinations/tests necessary to demonstrate required knowledge, skills and abilities, as determined by the hiring authority at time of job posting.
- Pass a criminal history background check through law enforcement agencies.
At time of appointment, the successful candidate must:
- Have access to guaranteed, reliable transportation in order to attend night meetings, meetings outside the work area and conduct field inspections.
PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT

Positions in this class typically require:
- Working primarily in an office with some field inspection work.
- Attendance at meetings outside of normal working hours at various locations throughout the County and occasional travel outside the County may be required.
- Walking and balancing (short and long distances)
- Climbing, including property slopes and banks and uneven ground
- Bending, stooping, twisting
- Reaching above and/or below shoulder
- Handling/grasping documents or equipment
- Sitting for extended periods of time
- Standing for long periods of time and the ability to walk through rough or uneven terrain may be required to conduct field inspections.
- Clear speaking and adequate hearing sufficient to communicate effectively and respond appropriately in-person and/or on the telephone
- Hearing audible signals, safety warning devices, phones, traffic, and equipment
- Vision sufficient to read source materials, computer screen data, see detail or color, review plans, inspect field sites and discriminate color-coded safety information.
- Repetitive motions for computer, tool and equipment use.
- Requires exertion of force of 20 pounds occasionally, 35 pounds intermittently to lift/carry/move objects, files/documents and other materials or equipment.
Incumbents may be exposed to:
- Potentially hazardous conditions on construction sites, including machinery and forklifts.
- Violent or hostile individuals.
- Inclement weather while conducting field inspections (temperature extremes, slippery surfaces).
- Road and traffic hazards.
- Nuisance dust.
In this role you will have the opportunity to:
Provide advanced technical oversight, interpret, lead, supervise and develop required documentation to ensure compliance with Washington State's Growth Management Act,
Prepare environmental documents in accordance with the Washington State Environmental Policy Act (SEPA), develop updates to local codes, Shoreline Master Program (SMP), the Kitsap County Critical Areas Ordinance (CAO), and other related development code requirements, consistent with State law.
Develop work plans, monitor performance metrics and workload capacity for assigned Planners and Technology Analyst; set work priorities, provide technical oversight, advice, motivation, and training as necessary.
Pursue and manage planning grants and acquisition, apply cost-sharing and fund matches as required, manage schedule of grant activities, and provide deliverables and close-out activities.
Evaluate the work of assigned staff and participate in the selection of new employees, including making recommendations regarding hiring, discipline, transfer and termination.
Monitor the annual Washington Legislative session to ensure potential bill concerns are flagged, develop proposed legislative changes, and coordinate with a variety of state associations on proposed local impacts to state policy and fiscal changes.
Assist with the development, implementation and control of the division's budget.
Oversee the comprehensive plan docket, assure continued compliance with Growth Management Act and other state mandated requirements; undertake programmatic and strategic planning for assigned program areas.
Assure work program coordination between other work groups in the department, county and other local jurisdictions.
Organize public input portions of land use, environmental and community planning programs, and coordinate activities with other local, state, regional or federal agencies to ensure adequate provisions for their concerns.
Provide information to property owners, investors, real estate developers and other interested parties pertaining to development regulations, ordinances, codes and related community development information. Identify areas of development code improvements and implementation.
Direct Planners and Technology Analyst on work plan development and implementation, review draft materials prepared by direct reports, manage quality control and project deadlines to ensure projects are within budget and scope.

- This position is not eligible for overtime under the Fair Labor Standards Act (FLSA).

- Incumbents may be required to work over 40 hours in a workweek.
- Work hours for this position are normally Monday - Friday, 8 a.m. - 4:30 p.m.
- Employees may utilize the approved DCD Telecommuting Policy and DCD Alternative Work Schedule Policy, which allows working from home and alternative schedule options with Supervisor approval.
