The Construction Manager / Project Supervisor oversees municipal construction projects schools, fire departments, court houses and similar. This role ensures that projects meet International Building Code (IBC) standards, comply with local codes, and are executed within budget, on time, and to quality standards. The position requires close coordination with contractors and district teams to ensure safety, efficiency, and compliance across various construction trades. Specific school or fire department or other municipal building construction is ideal.

Construction Manager Municipal Facilities Key Responsibilities:

Project Planning & Coordination

Develop project plans, timelines, budgets, and resource allocations for new construction.

Coordinate with architects, engineers, contractors, and school district staff to define project requirements.

Review construction drawings and specifications, ensuring adherence to IBC and local codes for safety and structural integrity.

On-Site Project Management

Supervise daily construction activities, ensuring compliance with district standards, safety protocols, and regulatory requirements.

Oversee concrete work, drywall installation, electrical, HVAC, and other key trades to ensure quality workmanship.

Conduct daily site visits, review work progress, and address any issues or delays that could impact project schedules or budgets.

Code Compliance & Quality Assurance

Ensure all work adheres to IBC, local building codes, and other applicable regulations, particularly for classroom remodels and occupied facilities.

Conduct inspections to verify that concrete, electrical, plumbing, drywall, and HVAC installations meet quality and safety standards.

Maintain accurate project documentation and compliance records to ensure readiness for inspections and audits.

Communication & Stakeholder Engagement

Serve as the main liaison between contractors, district stakeholders, and regulatory agencies.

Provide regular updates to school district leadership on project status, budget, and timeline adjustments.

Work closely with school staff to communicate any impacts of construction activities on daily operations and student safety.

Contractor Collaboration & Oversight

Manage contractor performance, ensuring adherence to project specifications, timelines, and quality standards.

Address any on-site issues with contractors, from construction sequencing to quality corrections.

Approve invoices and monitor change orders, ensuring financial accountability, quantities and contractor payout for project progress.

Daily Reports & Documentation

Prepare detailed daily reports on project progress, inspections, and any safety or compliance concerns.

Document any changes, delays, or incidents, and communicate these to district leadership and project stakeholders.

Maintain organized records of as-built drawings, warranties, and project closeout documentation.

Budget & Financial Management

Monitor project budgets, track expenditures, and work to minimize cost overruns.

Collaborate with finance and procurement teams for efficient materials and services acquisition.

Approve contractor invoices and manage financial documentation in alignment with district policies.

Project Closeout

Oversee final inspections and completion of punch-list items, ensuring all work meets district and code standards.

Manage the handover process, ensuring all necessary documentation, warranties, and maintenance guides are provided to the district.

Conduct post-construction evaluations to identify opportunities for improvement in future projects.

Qualifications:

Education: Bachelor's degree in Construction Management, Civil Engineering, Architecture, or a related field.

Experience: Minimum of 5-7 years in construction management, strongly preferred in school or public sector projects.

Skills: Strong project management, budgeting, and leadership skills. Knowledge of IBC standards, local codes, and specific requirements for concrete, electrical, drywall, and HVAC.

Certifications: ICC, PMP, CMAA or CACM and/or relevant construction management certifications.

Software: Proficiency in construction management software (e.g., Procore, PlanGrid) and scheduling tools.

Work Environment:

This role requires frequent on-site presence and occasional work outside regular hours to meet project demands.
