Role

Acts as a project administrator for the Bank's single-family residential construction-perm and improvement loan programs. Is responsible to manage the construction project budget through the Bank's construction management software and perform necessary transactions in the Bank's core system. Performs analytical reviews of budget funds, property inspections and construction disbursement requests to negotiate and authorize all funding. Validates all construction disbursement documentation is complete, accurate and complies with Bank policy and regulatory requirements. Responsible to communicate with borrower(s) and builders throughout the construction process and resolve additional funding requirements when necessary. Provides accurate funding details and completes the conversion to permanent process within the Bank operating system. Ensures all construction phase supporting documentation and summaries are uploaded to OnBase for permanent record storage and compliance. Organizes job responsibilities and effectively manages pipeline to meet crucial deadlines.

Essential Duties & Responsibilities

  • Manages multiple relationships with Bank wide builders and is assigned multiple construction and improvement loan projects concurrently to manage which includes an analytical review of budget funds, property inspections, contractual payment terms to determine funding and/or funding negotiation and all necessary administration requirements.
  • Extensive interaction with customers and builders through project completion. Assists the customer and builder in the decision-making process as issues may arise regarding all aspects of the construction loan that includes the disbursement process, additional funding requirements when necessary and changes to the scope of the project.
  • Orders, reviews and monitors construction inspections to determine completion is sufficient based on allocated funds and within the original presented plan and project scope.
  • Manages various construction loan account transactions within the Bank operating systems, including accurate 1099 NEC monitoring.
  • Provides accurate funding details and completes the conversion to permanent process and document OnBase with all construction phase supporting documents.
  • Must comply with applicable laws and regulations, including but not limited to, the Sarbanes-Oxley Act, the Bank Secrecy Act, the Patriot Act, and the Office of Foreign Assets Control.
  • Perform other duties as assigned.
  • Participate in proactive team efforts to achieve departmental and company goals.
  • Must comply with current applicable laws, regulations and bank policies and procedures. Comply with all safety policies, practices and procedures. Report all unsafe activities to supervisor and/or Human Resources.

Experience

Experience with various types of construction loans.

Education/Certifications/Licenses

A high school degree or equivalent.

Skills

Strong analytical and decision-making skills are required for this position. Ability to analyze progress of construction and budget calculations to determine funding decisions. Must be service focused with superior time-management and communication skills both verbal and written.

A significant level of trust and diplomacy is required to be an effective subject matter expert in the position. In-depth dialogues, conversations and explanations with customers, direct and indirect reports and outside vendors of a sensitive and/or highly confidential nature is a normal part of the day-to-day experience. Communications can involve motivating, educating and/or advising others on matters of significance.

Physical Requirement

Perform primarily sedentary work with limited physical exertion and occasional lifting of up to 10 lbs. Must be capable of climbing/descending stairs in emergency situation. Must be able to operate routine office equipment including telephone, copier, computer terminal and keyboard, facsimile, calculator, and understands computer basics. Must be able to routinely perform work on computer for an average of 6-8 hours per day, when necessary. Must be able to work extended hours whenever required or requested by management.

Must be able to perform responsibilities with composure under the stress of deadlines/requirements for extreme accuracy and quality and/or fast pace. Must be able to effectively handle multiple, simultaneous, and changing priorities. Must be capable of exercising highest level of discretion on both internal and external confidential matters.
